The tax reform project proposed by the Gustavo Petro administration would be filed before the National Congress this Tuesday, September 10. The presentation of the so-called Financing Law would take place in the context of the race against time that the Government faces to receive the approval of the General Budget of the Nation (PGN) proposed for 2025.

This was announced by Wilmer Castellanos, speaker of the PGN initiative, who also explained that since the discussion of the National Budget began, the Executive was asked to support each of the sources that compose and finance it, including the Financing Act.
“The Minister of Finance and the Director of the Dian, together with the Minister of the Interior and the Director of the DNP, have supported us today (Monday, September 9) what will be the financing law that will be filed tomorrow, in which sectors that will be impacted were identified.”Castellanos said.
According to the House representative, these impacts include VAT on gambling bets sold through digital platforms, VAT on Airbnb, the advance and immediate payment of withholding tax for legal entities, etc.
Other points that were part of the conversation include: bring the fiscal rule from 2026 to 2025 in its executionimpose differential taxes on micro, small and medium-sized businesses, the tax on hybrid cars, among others.
“We hope that in the meetings of coordinators and speakers we can review what amount is closest to the reality of the country”he noted.

Along the same lines, he indicated that there is uncertainty regarding what was proposed in terms of collection, considering that “The Medium-Term Fiscal Framework proposed a collection of 289.9 billion pesos by the Nation for 2025 and the PGN proposes the collection of 304.5 billion.” Which translates into a difference of 14.6 billion pesos.
In this regard, he noted that “We will continue the discussion, we will look at the explanations that the Minister of Finance and the Director of the Dian will give us on how the collection of these resources will be carried out and each of the sectors that are impacted so that the collection of the Financing Law does not overlap with the greater collection in efficiency by the Dian.”the legislator added.
It should be remembered that with this tax reform, the National Government contemplates to raise the 12 billion pesos that would be needed to balance the Budget accounts.
