This extraordinary bilateral meeting will also be held six days after the governments of both countries put into operation the Atanasio Girardot binational bridge, also known as Tienditas, which connects the department of Norte de Santander with the state of Táchira, which represents a further step in the normalization of their relations.

Diplomatic relations between the two countries, which had been broken in February 2019, were reestablished at the end of August 2022, and the commercial reopening took place on September 26 with the reactivation of the passage through two other border bridges, the Simón Bolívar and the Francisco de Paula Santander.

Venezuela is also, along with Cuba and Norway, one of the guarantor countries of the peace negotiations with the guerrillas of the National Liberation Army (ELN)) and main headquarters of the dialogues.
