Peruvian press shows Huanacuni as the former foreign minister of Evo who walked through his Congress

On Monday, December 13, the Secretary General of Peru Libre, Vladimir Cerrón, reported on his official Twitter account that the Runasur forum, in which former Bolivian President Evo Morales was going to participate and which was scheduled to take place in the city of Cusco, it was suspended due to the “sanitary evaluation” of its technical commission.

This event was going to have the participation of representatives from Venezuela, Ecuador, Argentina, Bolivia and Peru. Its concrete objective: “to articulate a Plurinational America in coordination with Latin American social movements.” This prompted a letter of protest from former foreign ministers of Peru and criticism from the Foreign Relations Commission towards the Foreign Ministry for its passivity for the organization of Runasur.

However, there was an unnoticed event related to Runasur that occurred at the facilities of the Congress of the Republic, reported Masks.

On November 16, representatives of the forum met with five congressmen from Peru Libre. Specifically, the hosts turned out to be Waldemar Cerrón, Kelly Portalatino, Margot Palacios, Jorge Marticorena and Elizabeth Taipe. All members of the cerronista wing.

Among the Runasur representatives who arrived at the legislative headquarters was the Bolivian Fernando Huanacuni, who held the position of Minister of Foreign Affairs in the government of Evo Morales between January 23, 2017 and September 4, 2018.

Law degree from the Universidad Mayor de San Andrés de La Paz. Morales named him as his interlocutor with the organizers of Runasur in Peru. That work, however, was not fully exercised. Percy Ortiz, one of Peru’s national coordinators, accused him of failing to carry out the necessary coordination on behalf of the former Bolivian president, who was declared persona non grata in the country.

Despite this point, Huanacuni fully shares Runasur’s agenda due to the fact that he is also a founder. On April 24, he participated in the first face-to-face meeting of the forum in Cochabamba. Days later, interviewed by the Abya Yala television station, he provided information on the political objectives of this project.

“The Plurinational America project is an important project that seeks to establish a change of structure for the States. Migrate from the Nation State to the Plurinational State for the benefit of the people ”, he assured. Then he confessed that they wanted to have a Runasur presence in 12 Latin American countries.

In an interview with the Argentine portal Canal Abierto, last March, Huanacuni pointed out that “we have to go from the republican national states to the plurinational states” in Latin America.

“We have great expectations because this year very important elections will be held both in Ecuador and Peru. We are also awaiting the Constituent Assembly in Chile. All this is allowing the reorganization of a new balance in the region that will allow a A new horizon that we are sure will be ratified for the benefit of the people, “said Huanacuni.

Caretas reported that for months, the former minister visited several Latin American countries to coordinate Runasur’s progress. Dominican Republic and Guatemala were their destinations this month.

He first arrived in Peru in July when he accompanied Evo Morales for President Castillo’s inauguration in Congress. He returned with the former Bolivian president days later to hold meetings with social organizations and indigenous movements in Lima.

Last November 21, Huanacuni met with the mayor of Machu Pichu, Darwin Baca, to talk “about the ancient roots of our ancestors and the way forward towards living well for our peoples.”

Scandal file

Huanacuni was first director of ceremonies for the Bolivian Foreign Ministry. In 2014, however, he left office after having made mistakes in the organization of the G77 + China, an appointment in which senior authorities such as former UN Secretary-General Ban Ki-moon participated.

One of the mistakes Huanacuni made was leaving the Bolivian Association of Interpreters (ABI) out to hire a delegation of Cubans, who were going to interpret the speeches of foreign guests at the G77 + China. Despite this, Huanacuni returned to the Morales government as foreign minister in 2017 to replace David Choquehuanca, who is the current vice president of Bolivia.

Huanacuni’s passage through the Bolivian Foreign Ministry was plagued by scandals, according to Caretas.

At the beginning of his administration, Agenzia Fides denounced that Evo Morales’ henchman dismissed more than three dozen officials from his portfolio because they were not “personal of his trust.” However, in exchange for this, Huanacuni possessed questioned people such as Alexandra Moreira, former Minister of the Environment and Water, in the Bolivian embassy in Mexico.

Moreira was indicted by the Bolivian Public Ministry for the water crisis that left almost 100 neighborhoods without drinking water supply in the South zone and on the eastern slope of the city of La Paz, in December 2016. Faced with the controversial designation Huanacuni tried to minimize the fact and said that “each public servant has to respond in the legal part.”

On November 23, 2017, the Erbol agency reported that Fabiola Meneses, Huanacuni’s legal advisor, had charged 30,000 bolivianos from a lawyer for a position in the Legal Management Unit at the Foreign Ministry. Faced with the scandal, Meneses left office in March 2018. But, in June of the same year, she returned to the portfolio amid protests by members of the Government because she was being prosecuted for corruption. In December of last year, the case was dismissed based on a ruling in favor of Meneses.

On May 27, 2018, the daily Page seven He pointed out that Huanacuni had included in his resume a doctorate that had no academic value in Bolivia.

Evo Morales’ henchman pointed out that he obtained a doctorate in Human Transformation from The Zambuling Institute, Washington (United States). But this turned out to be spiritual since a thesis was not presented and defended. Furthermore, the institution had not operated since 2012.

Successive scandals cost Huanacuni his job. On September 4, 2018, Morales removed him from the Foreign Ministry. In his farewell, he revealed internal tensions that existed within the Government.

“I respect the communist-Marxist thinking process a lot, but I differ in its methodology of struggle (…). I am a faithful servant of the process of change, indigenous, Aymara. I am neither a Marxist nor a communist, ”he told reporters.

The opposition pointed out, for its part, several arguments why Huanacuni ended up being laid off. One of them is that under his management there was a stagnation in cooperation relations with Peru. In addition, they pointed to him as one of those responsible for the failure of the lawsuit filed by Bolivia against Chile before the International Court of The Hague for the sovereign exit to the Pacific.

Without a doubt, a political operator of former President Evo Morales, who walked through Congress, without anyone noticing.
