In the opinion of the Peruvian Foreign Minister, Elmer Schialer, the solution to the crisis in Venezuela depends largely on the actions of the international community.
Peru understands that Nicolás Maduro is not the winner of the elections in Venezuela and will not be able to recognize him as a “democratically elected” president if he assumes power again on January 10 because he would be “outside the legality” of his own country, he said. “What I would like to happen is that on January 10, Mr. Maduro hands over power to the true winner of the elections of July 28,” to Edmundo González Urrutia and María Corina Machado. “They won those elections,” stated the minister to EFE.
“Until now,” he added, “we are working intensively with friendly countries” so that the former opposition presidential candidate in Venezuela, Edmundo González, who now resides in Madrid, where he has requested political asylum after denouncing electoral fraud in his country, takes office.
If this does not happen, Nicolás Maduro, whom the electoral organizations consider the winner, would place himself “outside the legality of his own country, of his own Constitution,” the official added.
Peru then “will not be able to recognize, if he remains in power, as a democratically elected president,” Schialer stated.
The role of the US, China and Spain
The solution to the crisis in Venezuela depends largely on the actions of the international community, in the opinion of the Peruvian chancellor.
Among their neighbors in the region, “there are different attitudes towards the Venezuelan regime.” In Peru “we do not accept” the results given by the electoral authorities, but we “say no” to new elections.

«The Venezuelan people have already spoken, what now has to do is respect the mandate given by the people. That is something that is going to be very complicated when we get to it,” he admitted.
Plus, there are other countries that count. “The United States is a very important actor in all this, but so are China, Russia and Iran and not to mention Spain that Don Edmundo has here,” he stressed.
«It is a very complex situation in which we find ourselves and that all countries, both the medium-sized ones, the small ones, and above all, especially the large and most powerful ones in the international community, we should all take action on the matter because Venezuela it deserves,” he noted.
Lima and his change over Edmundo González
Although the Peruvian Foreign Minister maintains that Maduro “has never fulfilled and continues to breach” his commitments, and that Lima cannot recognize him as the winner of the elections, the Government of Dina Boluarte has changed its criteria regarding the recognition of Edmundo González.
Former Peruvian Foreign Minister Javier González-Olaechea was the first to recognize the Venezuelan opponent as “elected president” last July, which precipitated Caracas’ decision to break relations with Lima.
However, the Boluarte Government «has not moved in that direction because from the Peruvian legal point of view it is not correct» given that, according to Schialer, this recognition corresponds to the Venezuelan authorities.
Although, Peru does not recognize Maduro as the winner of the July 28 elections either. “We cannot do it, it is not our responsibility,” concluded the chancellor.
