The Perú Libre (PL) bench not only wants to destroy the economic chapter of the Constitution. It also has an eye on pension system (SP). Despite the fact that the Executive and Congress are already working on a reform of the SP, the left plays a separate role and has presented a bill that authorizes the free disaffiliation of contributors to the AFP.
The initiative also states that the affiliate can freely dispose of up to 70% of the total amount of his individual account.
The remaining 30%, the project specifies, acquires the quality of intangible and must be transferred to the Pension Standardization Office (ONP) or to the financial system.
It should be noted that, in November of last year, PL presented a project whose objective was voluntary retirement, “the search to improve the interest rate on affiliate funds, and to create the AFP disaffiliation plan, for the administration of the Private Pension System (SPP).
In this regard, the former head of the Superintendency of Banking, Insurance and AFP (SBS) Juan José Marthans told this newspaper that “it makes no sense” to seek retirement at a time when a reform is being prepared.
“It is incredible that in Congress they dedicate themselves to generating distractions and smoke screens and are not pending to order the Legislature. The proposals related to withdrawals and disaffiliation are irrelevant and want to create distraction and disorder ”, he assured.
Likewise, he considered that at this time from the Executive and Legislative, with regard to pensions, they should focus on the reform and not on other types of proposals.
In this sense, he pointed out that one aspect to include among the changes to be made is that competition should prevail. He considered that the quality of care for system users should also be prioritized.
It is important, considered Marthans, that there be free choice on equal terms both in the public and in the private sector, and that the number of participants increase substantially.

The Minister of Economy, Alex Contreras, announced that this month they will present the bill to reform the pension system.
The official has also rejected the proposal of Congress that proposes the withdrawal of up to 4 UIT of AFP funds.
