The Peruvian Government requested this Friday (03.25.2022) that several people from the Organization of American States (OAS) witness the debate on the vacancy motion (impeachment) of President Pedro Castillo that will be held on March 28 in Congress.
In a letter sent by Foreign Minister César Landa to the president of Congress, María Carmen Alva -and released by other members of the cabinet- asks him to accept the presence of OAS witnesses so that “the debate is held with the greatest possible transparency before the citizens and the international community.”
In the letter, he emphasizes that the parliamentary session is “important for the governability of the country and for the preservation and full validity of democracy on the continent.”
For all this, Landa asked Alva to “provide the facilities” so that three OAS officials witness the debate in the plenary session of Congress: the OAS representative in Peru, Miguel Ángel Trinidad, the secretary for legal affairs, Jean Miguel Arrighi, and the secretary for Access to Rights and Equity, Maricarmen Plata.
the opposition party Country advances questioned this request to the president of Congress on the part of the chancellor when affirming that “there is no precedent to allow the OAS to oversee a process such as the vacancy”.
For its part, The Prime Minister, Aníbal Torres, highlighted the statement of the Inter-American Commission on Human Rights (IACHR), who expressed this Friday his concern about “the political instability in Peru and its impact on human rights in the face of a new presidential vacancy procedure under the figure of permanent moral incapacity.”
“This is the pronouncement of the Inter-American Commission on Human Rights, expressing concern about the political instability in our country generated by the second presidential vacancy process,” Torres wrote on his Twitter account. Twittera message that accompanied the pronouncement of the IACHR, an OAS body.
“The presidential vacancy must be carried out in accordance with due constitutional process and be based on behaviors indicated with precision that provide this process with objectivity, impartiality and guarantees of due process, in order to ensure that it is a resource that is not used to affect the constituted democratic order and the political rights of Peruvians,” The Commission reported in a statement.
Next Monday, Congress will hear Castillo’s defense of the accusation for alleged “permanent moral incapacity” and will vote on the request for impeachment presented by various far-right groups that, apparently, still do not have the 87 votes they need for the president to leave office.
