The Medellín District Person’s Office reiterates institutional alert due to a crisis in health care for members of the Nueva EPS.
The District Personnel of Medellín remains alert about the situation faced by the nearly 275,000 members of the Nueva EPS in the District.
Recently, the Ombudsman, in its capacity as an Agency of the Public Ministry, pointed out that, despite the measures adopted and the existence of an Intervening Agent appointed by the National Health Superintendency, “Serious and systematic failures persist that compromise timely care and the guarantee of the fundamental right to health of thousands of users.”

Among the main problems identified Delays in assigning specialized appointments, delays in surgeries and diagnostic tests stand out.barriers in the continuity of medical treatments, and delays in the delivery of high-cost medications, which has generated a critical overload in emergency services and an increase in judicialization through guardianship.
According to the information collected by this entity, During 2024, approximately 1,106 protection actions were filed against the New EPSand as of September 30, 2025, 2,395 guardianship actions and 1,079 incidents of contempt have already been registered.
At the moment, 275,909 affiliates depend on this EPS in Medellín, according to the MinSalud, which aggravates the impact of non-compliance.

The outstanding payment portfolio of the New EPS with some private providers amounts to approximately $115,132 million MLC, as of August 2025 (source: IPS’s of the District).
And with the District Public Network it amounts to approximately 9,518,905,034 MLC (The figures presented correspond to official reports sent directly by the institutions providing health services of the public network of the District of Medellín, as of June 30, 2025.)
Debt
The Somer Clinic in the municipality of Rionegro, in eastern Antioquia, delivered discouraging news for users of the New EPS. This is the suspension of non-urgent services, despite the million-dollar debt that this entity maintains with the hospital center, which already exceeds 100 billion pesos.
Before the announcement, The Somer Clinic clarifies that it will continue to serve the users of Rionegro whose Primary Health Unit operates at its Reserva Plaza headquarters, with priority consultation services, general medicine and promotion and prevention programs.
Likewise, Treatments will be maintained for people with cancer who have already startedas well as, the Ophthalmology program will continue in force.
Finally, the Somer Clinic reiterates that only emergencies will be attended to as long as there is an immediate life-threatening risk.
