The former director of National PoliceEduardo Pérez Rocha, considered this Sunday that President Pedro Castillo “is not interested in security”, alluding to the resignation of the Minister of the Interior, Avelino Guillenwho revealed that 14 days ago he had unsuccessfully requested a meeting with the head of state to discuss “urgent matters” in the interior sector.
Last night Guillén confirmed his irrevocable resignation, arguing the lack of support from the president for his management in the midst of his differences with the PNP’s general commander, Javier Gallardo, over the retirement passes and changes in the placement of generals of the institution.
“What I see is that the president [Pedro] Castillo is not interested in security, that is why he does not even have an audience with the Minister of the Interior, this is something that has never been seen”, Pérez Rocha emphasized in an interview with Canal N.

In this sense, Pérez Rocha questioned whether the Council of Ministers had approved the state of emergency in Lima and Callao.
“I do not understand how it is possible that the declaration of the state of emergency has been approved in the Council of Ministers, if there is no coordination between the Minister of the Interior and the General Commander of the Police, that is why until now it has not been published in A Peruvian man”, he mentioned.
For this reason, he asked what measures are going to be adopted now that “the state of emergency has been left in limbo, because if the minister has resigned, what state of emergency is going to be carried out”.
This situation, he said,it has to be explained by the president as head of the PNP and in charge of public security, according to article 44 of the Constitution”.
At another time, Pérez Rocha considered that Avelino Guillén was not well advised and did not take relevant actions. In this regard, he mentioned that in his management, people linked to Movadef have been appointed as prefects.
“They have demanded him and he obeys“, He said.
Finally, he said that Guillén continues to be a minister until his replacement is appointed. In this regard, he remarked that he hopes he is a suitable person for the position.
“Hopefully someone who is complicated or with a terrible record, who will discredit the Interior sector, is not appointed. There is a deputy minister who is against the organization of the National Police, who asked that the police be municipalized and what is worse, he is indicating that there should be a single entrance to the PNP schools”, he commented.
“That man is dangerous and it would not be unusual for him to be the future minister to replace Avelino Guillén”, he added.
