Increases
The greater resources for strengthening Pemex meant an increase of 261,442 million pesos compared to what was programmed, that is, a difference of 189%. Meanwhile, the Ministry of Finance and Public Credit (SHCP) spent 52,392 million more than what was approved for greater expenditures for the design and application of economic policy; allocation of resources for credit granting functions to states and municipalities; export financing operation; and financing and technical assistance operation.
The report on public finances and debt at the end of 2025 also details that there was a greater expense for the IMSS for 37,884 million, to cover the payment of personal services, materials and supplies, and general services. There was also a greater expenditure than programmed, for 26,835 million due to an increase in the programs: Health care for people without social security; Health care in High Specialty Regional Centers and Hospitals; and with allocation of resources for the Clínica es Nuestra.
Meanwhile, the budget of the Ministry of Welfare registered an increase in its budget due to the allocation of resources to the contribution fund for the social infrastructure of indigenous and Afro-Mexican peoples and communities; and increase to the programs: Wellbeing of People in Social or Natural Emergency; and Women’s Welfare Pension.
