Parliamentarian Nieves Limachi (Democratic Peru) presented a motion in order to seek the nullity of the vacancy Pedro Castillo for moral incapacity that approved the Congress of the republic. The initiative has the support and signatures of the former president of the Council of Ministers Betsy ChavezPasión Dávila (National Concertation) and Paul Gutiérrez (Teachers’ Block).
Pursuant to motion 5048, in the last message to the nation provided by Castillowhen he announced the closure of the Legislative and new reforms in the justice system, “there is no presidential protocol act” on what was disseminated.
“At no time did the president implement procedural acts to concretize the points indicated in the nation’s message,” the document argues.
Along these lines, he refers that “on the contrary, the Board of Directors, after the message and ‘carried away by the desperation of what the president had expressed’, began the express vacancy, flagrantly violating the Regulations of Congress.”
They also add that, during the debate on the vacancy of Pedro Castillo due to permanent moral incapacity, there was no motion of order, except a Board of Spokespersons with the agreement of the Board of Directors.
“It cannot be possible that on December 7, without the prior agreement of the Board of Spokespersons or the Board of Directors, a plenary session was summoned urgently, without having an agenda programmed, and a motion was not presented either of the day”, says the document.
