The anti-corruption prosecutor Norah Córdova led two proceedings on Monday to gather information on the alleged irregular tender that the Heaven Petroleum Operators (HPO) company won last November 11 to sell biodiesel for US $ 74 million to Petroperú. But he found the president to be the biggest obstructionist in his work. Pedro Castillo, the main protagonist in this new scandal that surrounds his government.
One of the interventions by the group of prosecutors was at the Government Palace, the other at the headquarters of the state company.
The team of prosecutors led by Deputy Luis Alberto Medina arrived at Pizarro’s House at 1:00 pm and waited for 45 minutes outside the building to be allowed to enter. This, however, was a small handicap compared to what came next.
Medina was forced to draw up a record, already inside the compound, because he was prevented from entering the office of the General Secretariat by order of Castillo himself.

The document, which you accessed Peru21, indicates that at 2:30 pm the general director of Legal Counsel, Julio Salas, was asked to contact the general secretary Carlos Jaico to authorize entry to the aforementioned office.
The prosecutor stated that Salas pointed out that, according to what Jaico stated, “the President of the Republic Pedro Castillo Terrones is the one who does not authorize the entry of fiscal personnel to the Office of the Secretary of the Office of the Presidency.”
In this way, the president seems to be always solicitous to receive ‘businessmen’ who seek to win tenders, but not to respond to justice.
What did the president want to hide? That was the same office in which, in a previous investigation, another team of prosecutors found US $ 20 thousand in cash when the presidential secretary was the investigated Bruno Pacheco.
The proceedings in Palacio and PetroPerú were the first action that Córdova deployed after opening a preliminary investigation for 8 months against the people who were related to the apparent favoring of the Heaven Petroleum company.

According to Panorama, Castillo received the CEO of Petroperú, Hugo Chávez Arévalo, in his office on October 18; Samir Abudayeh Giha, manager of Heaven Petroleum; and Karelim López, the lobbyist who is also being investigated for another award of a millionaire work in the San Martín region that has signs of corruption.
Four days after that meeting, the acquisition process began; Suddenly, Petroperú needed to buy biodiesel. According to the Sunday program, during the process the call for foreign bidders was set aside to benefit HPO.
Chávez was appointed general manager in the state company during the Castilla government. He has barely been in office for three months.
At her disposal, the prosecutor Córdova announces that she will make this case known to the prosecutor of the Nation, Zoraida Ávalos, to take actions against the president “according to his powers.” Due to the presidential inauguration, only Ávalos could investigate the head of state.
For the criminal Carlos Caro, Castillo’s order represents “a clear obstruction of justice,” and pointed out that the Public Ministry can request a search warrant from the Judicial Branch.
“Any anti-corruption judge would approve that order immediately. The president has personal immunity, not property. That it puts barriers to the investigation implies a procedural danger ”, he explained.
