The second vice president of Congress, Digna Calle, who is a member of the Board of Directors, voted against flatly rejecting the question of confidence raised by the head of the Ministerial Cabinet, Aníbal Torres.
“My proposal is based on the request for confidence being referred to the Constitution Commission, in order to declare its inadmissibility, this in safeguarding the institutionality of the Congress of the Republic,” said the parliamentarian.
On this, he added that “the process guarantees that said pronouncement cannot be considered as a denial of confidence and emphasized that Torres Vásquez’s approach should have been submitted to the prior opinion of the Constitution Commission and then debated in plenary session.”
