The president gave this statement a few days after the departure of Avelino Guillenwho resigned from the position of Minister of the Interior after not receiving the support of the Head of State in the disagreements with the former Commander General of the National Police, Javier Gallardo, on the issue of promotions in said institution.

The topic of the conversation would have been the non-compliance of an agreement by the president, who would have promised to give Vásquez Chuquilín a term to convince Avelino Guillén to withdraw his letter of resignation.
