A dialogue between the Executive and the Legislative is just keeping the forms, it is just trying to make the population believe that the crisis is the product of this conflict between the Executive and the Legislative and that, if they agree, the crisis will end; but that relationship is not the origin of the crisis, it is just a symptom”, he argued.
