The special team led by prosecutor Marita Barreto managed to capture police officers, including three generals, involved in the irregular promotions carried out by the former coup president Pedro Castillo.
The detainees are the PNP generals Nicasio Zapata, Luis Legua Egocheaga and Manuel Rivera López; Major Luis Tuesta Ramón, Petty Officer Jorge Tarrillo Gálvez and businessman Luis Monge Macarlupu.
Those who have not yet been located are Pedro Villanueva Nole and Javier Gallardo Mendoza, former General Commander of the National Police.

According to the fiscal hypothesis, in December 2021, PNP colonels Max García Esquivel, Luis Legua Egocheaga and Pedro Villanueva Nole interceded with the then PNP chief to collect US$40,000 from any officer interested in being promoted.
The objective, according to the investigation, was to form the “police arm” of Castillo, who at that time had barely been in power for six months.
In the judicial order that supports the preliminary detention for 10 days, to which Peru21 agreed, it is indicated that Javier Gallardo was in charge of the “capture” of the Police and that for this he captured colonels “of the 2022 class” and generals who they were promoted in 2021.
Another of those involved in the criminal organization is Bruno Pacheco, former presidential secretary, who was in charge of materializing promotions both in the PNP and in the Armed Forces.
