PEC that grants amnesty to parties should only be voted on in August in the Senate

The proposal to waive fines for political parties that failed to comply with gender and race quotas in previous elections remains without a rapporteur in the Senate’s Constitution and Justice Committee (CCJ).PEC that grants amnesty to parties should only be voted on in August in the Senate

The committee’s chairman, Senator Davi Alcolumbre (União-AP), reported this Wednesday (17) that he is having difficulty finding a senator willing to report on Proposed Amendment to the Constitution (PEC) 9/2023.

“I almost became the rapporteur to see if it would be approved soon,” said Alcolumbre. When asked by a journalist if he would be interested in the agenda, he replied that “confusion is only good for big problems” and laughed. The president of the CCJ said that the PEC will be voted on in the committee’s first session after the recess, in August.

Approved by the Chamber of Deputies last week by a large majority, the so-called Amnesty PEC still allows the refinancing of tax debts of parties and their foundations in the last five years, with total exemption from fines and accumulated interest.

According to the PEC, it is forbidden to apply fines or suspend the Party Fund and the Special Campaign Financing Fund to parties that did not have the minimum number of female or black candidates in previous elections. The parties are also exempt from punishment for irregular financial statements before the enactment of the PEC.

Last week, the President of the Senate, Rodrigo Pacheco (PSD-MG), said he does not intend to speed up the processing of the PEC. “There is no commitment on my part to go immediately to the Senate plenary, with any kind of haste [pressa]in relation to this matter”, he highlighted.
