PC says the JCE “does not have to organize internal party elections”

PC dice la JCE «no tiene que organizar elecciones internas de partidos»

The General Coordinator of Citizen Participation, Leidy Blanco García, warned that the country cannot go to the 2024 electoral process with the deficiencies presented by the Organic Laws of the Electoral Regime and that of Parties, Groups and Political Movements, which have “very dangerous gaps for democracy”.

Citizen Participation agreed that at the Central Electoral Board the responsibility of preparing, organizing and arbitrating the internal elections of the political parties be removed.

Interviewed by the journalist Federico Méndez, in the program Esferas de Poder, which is broadcast on Sundays from 8:00 to 9:00 in the morning, by RNN Canal 27, she affirmed that the discussions on the reforms with the two projects should be deepened of laws presented by the Central Electoral Board, which he described as valuable.

He warned that you cannot go to the next electoral process with the same shortcomings presented by the rules that regulate it.

“It is impossible to go to the electoral process that comes with the same electoral laws that we have, laws that have very dangerous gaps for democracy and that must be remedied,” he argued.

Blanco García reported that Citizen Participation will be present on Tuesday, after being invited, in the discussions on the reforms that the Economic and Social Council (CES) has convened to the political parties, where it will present its recommendations regarding the projects submitted by the JCE.

He stressed that the pieces reduce campaign limits for political parties, establish controls and supervision, gender equity and differentiated capacities.

He stated that the laws of Electoral Regime and that of Political Parties and Groups they present a lack of consequences and sanctions that limit the actions of political parties.

He specified that they present unclear campaign spending ceilings that “have given steps to organized crime taking root in political parties,” he said.

Blanco García attributed this situation to the existence of a very deficient law that does not control political organizations and is not truly sanctioning.

He cited that the project brings a very interesting figure, such as the disqualification of candidacies, which will make party groups assume who their representatives will be in elective positions.

The activist of civil society considers that this represents a cost for the JCE and the Dominican people.

Likewise, he said that these responsibilities limit the JCE to be able to carry out a broader exercise of what corresponds to it in the administration of electoral processes.

He stated that the internal processes of the parties are very close to the elections and the Board must be focused on preparing for the elections.

He stated that he sees very positive the reforms that are sought to be undertaken in the State.

“Ambitious because they are not five, they are not two, three, there are more than twelve reforms that the Executive has presented,” he said, after highlighting the importance of consensus so that they can be achieved.

The civil society activist urged that the issues around which the debate on the reforms will be developed be deepened.

He argued that the mechanisms were established, the Economic and Social Council (CES) has integrated the parties that will work with the different reforms.

“RD improved two points in the fight against corruption index”

The General Coordinator of Citizen Participation, Leidy Blanco García, revealed that the Dominican Republic improved two points in the Index for Combating Corruption.

He stated that before, the country was placed with ten points on that scale and currently appears with the progress generated in the matter.

“In the anti-corruption index, which is not carried out by Citizen Participation, but rather is an index at the global level, the Dominican Republic has improved, it improved two points,” he said.

He attributes this improvement to the exercise of the Public Ministry, in the prosecution and submission of alleged acts of corruption in the Public Administration.

Blanco García said that the civil society entity will soon disclose the International Transparency Index, where the ranking of the country in anti-corruption matters will be known.

He indicated that the Public Ministry needs resources to work in the fight against corruption, in addition to dealing with the prison system and the prosecution of punishable acts.
