The organization patients of Colombia expressed concern about the crisis of the EPS intervened and questioned the management of the National Superintendence of Health. The organization asked the Attorney General’s Office to open disciplinary investigations against the Ministers of Health and the Superintendents of this Governmentconsidering that the decisions adopted have contributed to the deterioration of the system.

The alert arises after the findings of the Comptroller General of the Republic in Nueva EPS, which according to the tax agency presents serious administrative and financial shortcomings. In a judicial police operation carried out in July of this year, the entity raised information from the 2022 to 2025 and detected irregularities in advances, billing, accounts payable and technical reserves.
Among the most relevant findings is the increase in pending advances to legalize, which went from $ 3.4 billion in 2023 to $ 8.6 billion in 2024, and which in June 2025 already reached $ 15.27 billion. Likewise, the Comptroller reported 22.7 million invoices without processing for $ 22.1 billion pesos, of which more than nine million were repeated. The accumulated value of the accounts payable reached $ 21.37 billion as of March 2025, compromising the sustainability of the EPS and the General Social Security System in Health.
“It is essential to establish the responsibility of ADRES, which continues to turn money without a rigorous audit, which aggravates the financial and administrative risks. To this it is added that, during the intervention period, Nueva EPS has had three designated intervening agents, without any of them having achieved satisfactory results, which demonstrates the lack of efficiency of the measures taken by the government and the superintendence”said Denis Silva, spokesman for Patients Colombia.

They ask for diciplinary investigations against the Supersalud.

The situation also involves Sanitas EPS, who after 17 months under intervention was returned to its owners. The patient organization warned that the results of this process are alarming: the entity records a heritage detriment of 1.7 billion pesos, an increase greater than 35 percentage points in complaints compared to the previous year and deficiencies in the care network. “All this has affected the availability of medicines, the quality of the service, as well as the trust and access to the health care of its more than 5 million members”Silva said.
In total, new EPS and Sanitas total more than 17 million users, which is equivalent to 32% of the national population. For Colombia patients, this figure dimensions the severity of the crisis and justifies the urgency of adopting immediate corrective measures.
The organization questioned that interventions have not sought to generate payment agreements to reduce debts, which has impacts the lack of delivery of medications and the closure of services.
“Instead of offering solutions, interventions have deepened the crisis, weakening financial sustainability and affecting the guarantee of health rights,” The organization warned.

Given this panorama, Patients Colombia requested the designation of an ad hoc superintendent that assumes the supervision of the EPS intervened with transparency and technical rigor.
“We do not accept more delays or evasive. This crisis requires transparency, responsibility and immediate decisions. Therefore, we call on the Constitutional Court to guarantee strict compliance with its orders in health rights, and we demand that the National Government and the Superintendence of Health Clear and timely answers”Silva concluded.
The organization insisted that the Attorney General’s Office must open disciplinary processes against the Minister of Health, Guillermo Alfonso Jaramillo, his predecessor Carolina Cork and Superintendent Giovanni Rubiano, as direct responsible for interventions.
