Of the 39 political organizations that will participate in the 2026 elections, the Ciudadanos por el Perú party, linked to Nicanor Boluarte, and the Popular Agricultural Front of Peru (Frepap) will be the only two groups that will not present a presidential ticket, confirmed the National Office of Electoral Processes (ONPE).
After presenting the final results of the primary elections for delegates, which took place on December 7, the ONPE reported that it sent the reports from each of the voting tables and the product of the count of 100% of the electoral records to the 34 political parties and three alliances. (Force and Freedom, National Unity and Electoral Alliance We Will Venceremos). APRA and Renovación Popular are not included in this list, since they previously held primary elections through a member vote.

With this information, the ONPE noted, the groups will be able to generate their presidential formulas and lists of candidates, incorporating those designated candidates, who will be invited by the political organization to be part of their lists to the Senate, the Chamber of Deputies or the Andean Parliament. The percentage of appointees on a list cannot exceed 20%.
The case of the CPP
But what happened to the Citizens for Peru party (CPP) and Frepap? In the case of the first political organization, its general secretary, Alberto Moreno, had announced last October that there was the intention that the former Minister of Education, Morgan Quero, very close to former president Dina Boluarte and her brother Nicanor, can become your candidate for the Government Palace.
However, the National Election Jury (JNE) left Morgan Quero out of the elections as the CPP presidential candidate. Last November, The JNE declared the request of said group inadmissible to modify the membership date of the former minister.
And, according to Ojo Público, Quero has been affiliated with CPP since March 12, 2025; however, The party alleged before the JNE that the former minister signed his membership form on July 9, 2024before the deadline to participate in the internal elections for presidential candidates.
For this reason, the CPP proceeded with the request for modification. However, the JNE responded that affiliation is recognized from the date on which the registry was presented and that, in any case, it could challenge this within three months after its affiliation. In this case, If the file was presented in March 2025, it should have been done in July of that year, but he only did it in October, after the deadline.
The general secretary of the CPP, Alberto Moreno, had indicated that his and Melania Herrera’s pre-candidacies were also being considered; but that didn’t progress.
The case of Frepap
The religious party, which had a surprising number of seats in Congress from 2020-2021chose not to run a presidential formula to prioritize the election of its candidates to the bicameral Congress and the Andean Parliament.

The Frepap wasfounded in 1989 and, currently, it maintains its religious and agrarian identity, although it seeks to adapt its speech to connect with new generations of voters.
