Violence and crime in Peru continue to grow. Therefore, it is not surprising that the works for taxes (OxI) that aim to reduce or prevent this problem.
Thus, between 2019 and December 22, 2025, projects in this area under the OxI modality totaled S/1,767 million, according to Proinversión data. In 2025 alone, the figure reached S/752 million, being the third sector with the highest amount, only below transportation and education.
Last year, one of the sectors that stood out was Investment in Optimization, Marginal Expansion, Rehabilitation or Replacement (IOARR) for the acquisition of communications, radio, transportation and software equipment for the telecommunications system of the National Police of Peru. This work was awarded by the Ministry of the Interior for approximately S/163 million.
The initiative includes the acquisition of equipment in the TETRA-UHF, VHF and HF bands, including base radios, mobile and portable radios, repeaters, batteries, chargers, dual terminals and specialized software, with the objective of guaranteeing the operability, continuity and reliability of radio communication systems at the national level, thus strengthening the response capacity of the PNP.
In this regard, the deputy director of Decentralized Investments of the Directorate of Decentralized Investments (e), Dolly Lozano, told Perú21 that this sector has managed to advance more than others.
“Before we had four sectors in our ranking of investment typologies, including education, transportation, health and sanitation, but now we also have public order and security. This has only grown in the last two years,” he highlighted.
In that sense, he assured that companies are increasingly interested in seeing the portfolio that exists in the public sector regarding this area. In addition, he pointed out that they are faster projects to execute because they are linked to technologies.
“The needs in the different regions are also linked to a preventive issue, to have our regions, our cities, monitored, and that is good. We are on that path. Several areas are using these tools,” he commented.
RECORD IN OXI
According to Proinversión, at the end of 2025, 501 projects were awarded under the OxI modality for an amount of S/5,180 million. There were 178 new companies that joined the mechanism, as well as 102 entities that used this execution modality for the first time.
Last year, the regional government of Cusco topped the ranking of public entities that participated with S/488 million, that is, 9% of the total. By sectors, meanwhile, transportation was the one with the greatest scope with S/1,275 million involved.
