It all started when a motion by counselor Hernán Ulloa was voted to review the approved regulations for the appointment of the head of the State Comptroller General’s Office and incorporate citizen contributions.
That motion had been denied days before, when President Sofía Almeida had most. But it was again proposed this Wednesday after a reconfiguration of forces in the organization and the formation of a new most made up of Ibeth Estupiñán, Hernán Ulloa, Francisco Bravo and María Fernanda Rivadeneira.

Estupiñán denounced that when she was about to cast her vote, she was disconnected from the session that is handled by a virtual platform. The counselor spoke with LA HORA this Thursday, January 27, 2022 and said that she recorded everything as evidence. She tried several times to connect and the system prevented her.
What was the solution? She communicated by telephone with her partner María Fernanda Rivadeneira and recorded her vote. She immediately appealed to the presidency, Sofía Almeida, so that she cannot direct the Plenary while the changes to the Comptroller’s selection regulations are discussed.
During his performance, his voice sometimes cut off or seemed to drift away from the microphone. Despite the technical problemsmanaged to substantiate his request and Almeida’s presidency was appealed.
There is a precedent. Last January 5, President Almeida ordered that the transmission of the plenary session be disconnected when voting on a draft regulation for the election of the new Superintendent of Companies.
A project presented by María Fernanda Rivadeneira was not approved because Almeida hastily suspended the plenary session, alleging that the session was not being broadcast live, just when she was supposed to vote.
