Participation and popular control must distinguish the 2022 Budget, in its different stages, assured this Sunday Esteban Lazo Hernández, president of the National Assembly of People’s Power and the Council of State, in the ordinary session of the Municipal Assembly of Arroyo Orange tree.
«From the moment of its discussion and approval in the Municipal Assembly of People’s Power, the delegates –as genuine representatives of the citizenry and the basis of our political system– have the leading role of identifying which priorities of the territory should be assigned the resources with which we count.
“But beyond this moment, they must control, together with the organizations of the neighborhood, the constituency and the popular council, the progress of their execution. Ensure that each work has the required quality, involve the inhabitants in its implementation and care, explain to the inhabitants the actions planned in the locality and request that the Municipal Administration Council report in the sessions of this body on the budget execution. Thus, we can materialize popular control,” said the head of the Cuban Parliament, a deputy elected by this Havana municipality.
On the day, the delegates to the Municipal Assembly of People’s Power (AMPP) of Arroyo Naranjo examined the Economic Guidelines and the Budget Plan for this year. It transpired that 89 actions are planned, as part of the Repair Plan, and 55 investment actions in the neighborhoods undergoing transformation. In addition, 59 population proposals were considered in the Repair and Maintenance budget, with a value of 25,617,700 pesos, for their solution in 2022.
The budget proposal of this Havana town for this year guarantees the services and social programs of the territory, for the benefit of the population, including health, education, culture, sports, and social assistance.
Several delegates recognized the extensive information offered and the training on budget matters, in the days prior to the ordinary session, both in the popular councils and in the permanent work commissions of the AMPP.
Subsequently, Lazo Hernández exhorted to work efficiently on a daily basis, to be “constant creators and innovators, with the use of science”, to produce more by banishing the importing mentality and to defend savings as a practice in permanent management.
Likewise, he stressed that the transformation in the neighborhood must go beyond what is strictly material, strengthening spiritual life, values, social awareness and discipline at the community level.
Also participating in the ordinary session were René Mesa Villafaña, Minister of Construction; Yanet Hernández Pérez, deputy governor of Havana; Division General Raúl Omar Acosta Gregorich, chief of the Western Army and deputy elected for Arroyo Naranjo; among other parliamentarians and guests.
