The deployment parliamentary continues its progress in the city of Caracas, this time to disseminate the laws of People’s Power and the Social Comptrollership law, the deputy to the National Assembly (AN) highlighted on Tuesday Juan Carlos German.
“We started a deployment that is seven weeks old. This weekend we began with the laws of People’s Power and a little developing street parliamentarianism, to disseminate what we are approving and consulting at once,” Alemán said in a television interview.
Alemán said that for this task the deputies members of the Permanent Commission of People’s Power and Communication of the National Assembly are deployed in various areas of Caracas.
This weekend, 165 communes of the city of Caracas were visited, with the purpose of disseminating the Social Comptrollership Law, approved in November 2022, as part of the promotion of legal instruments that have to do with Popular Power.

To approach the communities, three elements must be taken into account: visibility, planning and participation, said parliamentarian Juan Carlos Alemán.
He explained that it is important to give visibility to the needs of the communities, and for this the participation of the people is given.
In this sense, he pointed out that to give visibility to the issues of the communities “people are organized and know what their priority is.”
«People know what is the priority in their territory, it is the people who decide that, and one of the things that has to do with this is planning, without falling into bureaucratism, and for this you have to listen to the people », he expressed.
Deputy Aleman noted that listening to the people leads to the participation of citizens in all the processes that the communities manage and, in this context, the needs are truly known.
He stressed that this last element is especially pertinent in the context of the Social Comptrollership Law, due to the importance of popular accompaniment that guarantees that public works come to fruition and that resources are allocated to what is really needed in the communities.
«There must be a balance, and that comes from thinking about the strategic aspects of this sector. For that, an organized community that plans and participates is required”, he added.
Needs and potential
For this work “we must focus on the needs of the people, but according to the potential they have.”
In this context, it is necessary to talk about the resources allocated to Popular Power, “this organization must not be underestimated, experiences have told us that the Bolivarian task was implemented in which everyone collaborated to solve community issues, we must take take into account the performance and organization of the people”.
Adequacy of laws of Popular Power
On the other hand, in accordance with the legislative agenda of the Permanent Commission of People’s Power and Communication of the AN, Deputy Alemán stressed that one of the main tasks is the adaptation of the Law on the Exercise of Journalism to the new era.
For this, added the parliamentarian, it is necessary that said legal instrument regulate the use of social networks.
