The National Assembly (AN) approved the authorization for the mayor of Caracas, Carmen Teresa Meléndez Rivas, to receive the “Friendship Order” award granted by the Russian Federation, a decision that is based on article 187 of the Constitution of the Bolivarian Republic of Venezuela and recognizes the role of the official in the strengthening of bilateral links between both nations.
The session was attended by the extraordinary and plenipotentiary ambassador of Russia in Venezuela, Sergey Mélik-Bagdasárov. Deputy Azucena Jaspe presented the proposal to the Hemicycle, explaining that this distinction is granted to Russian and foreigners by merits in the promotion of peace, international cooperation, the understanding between peoples, the development of joint projects in areas such as culture, science, education and economy.
During the debate, Jaspe stressed that the order of friendship also values the impulse to the integration and defense of citizen rights. In his speech, he points out that “in the name of Venezuelan women and the Caracas people, this award will celebrate with joy.” In turn, the parliamentarian emphasizes that recognition reflects Meléndez’s commitment to local diplomacy and international articulation.
The National Assembly highlights that this distinction represents a gesture of recognition of municipal management and efforts to consolidate cooperation between Caracas and Moscow. The delivery of the friendship order is registered through the strategic relations between Venezuela and Russia, which have been strengthened in various fields in recent years.
“It is a pride for all Venezuelans that today an honorable and extraordinary woman receives this tribute, at a time where the ties of friendship between Venezuela and Russia become visible to the peoples of the world,” concluded the deputy Azucena Jaspe. The parliamentary approval formalizes the institutional support for the delivery of the decoration by the Russian government.
