Paraguay has one of the largest demographic bonds in the region

The presentation of preliminary results of the Report on Youth in Paraguay and the socialization of the construction process of the National Youth Plan (PNJ) were made. The report showed that 56% of the population is under 30 years of age, and the young population, comprised of people between 15 and 29 years of age, represents 27% of the total population.

The report was carried out by the National Youth Secretariat (SNJ) with the support of the United Nations Population Fund (Unfpa) and the Inter-American Development Bank (IDB).

The presentation took place last Tuesday at the Gran Hotel del Paraguay, in a conference attended by representatives of state agencies and entities, international organizations, civil society organizations, the private sector and academia, which together constitute the driving group of the Plan National Youth and members of the Advisory Council for the preparation of the Report on Youth in Paraguay, and who work on social and youth issues from their jobs and action.

Paraguay has one of the largest demographic bonuses in the region, where 56% of the population is under 30 years of age, and the young population between the ages of 15 and 29 represents 27% of the total population. The demographic bonus is a unique opportunity to accelerate economic growth, reduce poverty and inequalities, and improve the living conditions of a country’s population.

In this context, the SNJ as the governing institution of public youth policies according to the creation decree, since its inception has made efforts to strengthen said leadership, such as the generation of knowledge that serves as evidence for the creation of policies, social dialogues with actors keys and especially with the main protagonists, who are the youth of Paraguay. Following this line of work, the SNJ is engaged in the design and elaboration of a National Youth Plan that responds to their specific needs and expectations, built in a participatory manner taking qualitative and quantitative information in order to respond with quality to the demands regarding of youth and achieve the integral development of the youth of the country, through a road map for the National Government and its future authorities.

Within the framework of the process of designing and elaborating said Plan, the Young Republic Forums were carried out, with the participation of more than 1,500 young people in 6 regional forums and 1 national forum, with 65% participation of women and 35 % participation of men, where they expressed their voices stating their regional, departmental and district realities, as well as proposals for action. In order to reach young people who could not participate in the forums, it is intended to launch a youth survey at the national level, with the support of the United Nations Children’s Fund (Unicef) through its U-Report platform, and thus close the gathering of qualitative information for the NPC. Likewise, the quantitative data revealed in the Report on Youth in Paraguay are cross-analyzed with the information collected in the RepĂșblica Joven Forums.

During the work of the thematic tables of the workshop for the presentation of said report and of the PNJ, the summaries of the forums in axes such as education, health, sports, work, entrepreneurship, participation, security and social protection were analyzed; These were validated by the participants and they proposed to take into account the actions, programs and projects that their institutions are implementing for the young population of the country, in order to strengthen the strategy of transversality of the youth theme at the national level, giving prominence to the secretariats and youth coordination of municipalities and governorates.

With all the qualitative and quantitative inputs collected, the next steps consist of the socialization of the NPC document for its final validation and subsequent official launch during the first quarter of 2023.
