Pandemic contributed 27% of hospital debt in the country

According to the Colombian Association of Hospitals and Clinics (ACHC), 27% of the debts, as of June 2021, to the surveyed hospitals and clinics correspond to covid-19 services.

(The EPS that owe the most to the hospitals and clinics in the country).

Hospital entities remain committed to caring for Covid patients, but in 2021 there continue to be difficulties in their relationship with the EPS and according to the pandemic care monitoring survey in 2021, the biggest problem is unjustified glosses (50% ), followed by difficulties and audit processes (31%) and thirdly, difficulties in obtaining authorization of services in a timely manner (28%) and difficulties with the filing of accounts (28%), a situation that coincides with those exposed the previous year on improper practices by EPS.

Of the total portfolio, as of June 2021, it is estimated that 27% is due to covid and 73% for non-covid services, In addition, it is estimated that $ 195,637 million are pending for payment for the availability of ICU beds and $ 39,577 million for payment of care for the migrant population.

Between January and August 2021, the services provided by hospitals and clinics have recovered by 25%, on average, compared to the previous year. However, this percentage varies depending on the level of complexity. The ones that have had the best performance are the IPS of medium complexity that have managed to recover 37% and those of high complexity, 32%. while the low complexity IPS registered negative variations for the same period of -11%.

(The covid has delayed the settlement of health debts).

Hospitals and clinics’ spending on Personal Protection Items in 2021 stabilized at an average of 92 million pesos per month per institution, that is, 130% more than what was spent for this concept before the pandemic.

“The system continues, in its current operation, with enormous difficulties of accounts receivable that are accumulating. They have been managed and all the new resources of additions, availabilities, payments, baskets and other sources of financing come to supply what which should be the ordinary flow of resources, then the great conclusion is that we continue in a battle that does not end, seeking sustainability so that the health system can be financially balanced “said Juan Carlos Giraldo, General Director of the Association of Clinics and Hospitals.

In the case of the closing of the accounts of the final point agreement, he explained that there is good progress in the subsidized regime because it had been established that 1.5 trillion pesos were going to be recovered and 1.1 trillion pesos have been executed, “But with some changes and flexible deadlines, we expect that by May or June 2022 the 100% end point will be executed in this regime and this is the good news” Giraldo said.

Regarding the contributory regime, the manager recalled that an estimated 5.2 trillion pesos and “So far the figures are not the same, but there are still remnants of 3 billion pesos to be executed, it is 40% or less and what is missing is not clear, because many of those accounts are glossed, returned or did not appear, So with the government we are clear that there is a remnant of a trillion pesos and that is why we say that there is going to be a shortage and that peace and safe will not be reached, that is why movements such as the release of technical reserves should be given to fill that gap in the promise of the end-point agreement ”, Giraldo stated.
