Pandemic and disagreements in the Senate stop appointments

Adjustments in 44% of the first circle of the President

Almost a hundred appointments of magistrates, members of autonomous bodies and independent directors of productive State companies are still unresolved in the Senate, some from past years, due to the legislative delay derived from the covid-19 pandemic, but also due to the lack of agreements between Morena and the opposition bloc.

This is the case of 22 electoral court magistrates from 17 states, who must qualify the 2024 elections, which have not been able to be appointed, despite the fact that the legislative process concluded last October.

The Justice Commission, which was then chaired by Julio Menchaca – Morena’s current candidate for the Hidalgo government – ​​delivered to the Political Coordination Board a list of 248 candidates who met the eligibility requirements. This, after each one appeared before senators.

The coordinators of Morena, PAN, PRI, PRD and MC did not agree during the period of sessions that concluded last December nor in the most recent one in April. The same thing happened with two commissioners from the National Institute of Transparency, Access to Information and Protection of Personal Data, where the Anti-Corruption Commission examined 48 candidates between the end of March and the beginning of April last year and declared them eligible. However, most of the morenista senators opposed sharing these positions, one for each one, with the opposition, as in the old days.

Thus, INAI works with five of its seven members. Likewise, two honorary directors of that institute, a director of the Federal Judiciary and the president of the Federal Telecommunications Institute have yet to be named. On March 1, commissioner Javier Juárez Mojica took office as alternate president of that body.

The appointment of the president of the Federal Economic Competition Commission, two members of the IPAB Governing Board and four members of the Technical Committee of the National Mechanism for the Prevention of Torture, two honorary members of the National Citizen Council of the System of People Search.

A magistrate of the Federal Court of Administrative Justice, one of the third section and five regional ones has not been appointed.

In the case of an advisory advisor to the National Human Rights Commission, on April 22, the body asked the Senate for a deadline for the registration of candidacies.

The Senate is waiting to receive 32 appointments from the Executive, including the 15 magistrates of the specialized chamber of the TJFA, as well as three commissioners of the National Hydrocarbons Commission, three of the governing body of the IFT, three of Cofece and one of the Energy Regulatory Commission, as well as an independent advisor to the Federal Electricity Commission, among the most relevant.

In the lag are the five citizen advisers of the Attorney General of the Republic, who should have been appointed in 2019.

Some will be able to vent in the Permanent Commission or in an extraordinary one, once the elections of June 5 are over.
