In a last minute change, Morena went from having only two proportional representation deputies to nine, Well, candidates who won under the shield of the cherry party They expressed their desire to join the PT and the PVEM with letters, which was approved by the majority of the councilors of the Electoral Institute of Mexico City (IECM).
The PAN leader explains that Morena, along with its allied parties, PT and PVEM, obtained 48% of the vote but would have 65% of the representation in the city’s Congress.
“When these seven letters are accepted, Morena artificially argues that it won less than it did, and they inflate their allied parties, the PT and the Green Party, with these resignations,” Atayde stressed.
The nature of the Electoral Institute is not to interpret but to enforce the common candidacy agreement when it comes to the distribution and recognition of the allocation of seats.

If this distribution is maintained, Morena, together with PT and PVEM, will have 43 of 66 seats in the capital’s Congress, falling just one vote short of a qualified majority.
“Morena is taking advantage of the current rules for the allocation of these seats and is fighting this overrepresentation, which from our point of view is the access to fictitious seats,” said the local PAN leader.
This Qualified majority is necessary to make reforms to the Constitution of Mexico Cityappointments such as who will be in charge of the capital’s Attorney General’s Office, as well as the approval of the General Development Plan and the General Territorial Planning Program, planning instruments that will define the city’s growth over two decades.
