The Minister of Defense, G/J Vladimir Padrino López, celebrated this Wednesday the activation of the Comprehensive Defense Bodies (ODI), which seek to safeguard the peace and sovereignty of the nation in the face of foreign threats that loom against the country in amid the upcoming inauguration of the President of the Republic, Nicolás Maduro.
In this sense, the high military chief pointed out that this body is in charge of protecting the people and the institutions that represent them, and that they are already articulated throughout the national territory.
“If something needs coordination and articulation, it is the defense of the homeland. That is why the Comprehensive Defense Management Bodies have been testing themselves in the national territory, perfecting themselves every day and aware of their capacity,” he said.
He added that ODIs “have become a daily practice for catastrophes and internal conflicts. It is supported by the Constitution, regarding the responsibility of the State with its security, which does not undermine any of the powers of the states or municipalities. Articles 322 and 327 of the Constitution are the foundation of this body.”
He defended the ODI as a cohesive body of the popular-military-police union, “which occurs in the territory every day, in the parish, in the municipality, in the town, in the community.”
He applauded the decree consolidating the ODI and the preparations to present the special law that gives consistency and legality to the actions carried out within the framework of the Comprehensive Defense Organs.
Harmonious articulation throughout the territory
For his part, the general commander of the Strategic Operational Command of the Bolivarian National Armed Forces, G/J Domingo Hernández Lárez, said that the spirit with which the ODIs arise is inspired by a “creation of the Liberator Simón Bolívar with the general staffs, where the advisors are who allow the bosses to have control of the science and art of command.”
He clarified that in the regions of the country “the governors have their state bodies, the mayors in their municipalities and the organization of the communes (…) all connected through command posts with their general staff.”
He reflected that in recent years we had not had a conflict where the interests and sovereignty of the country were threatened, but “at this moment where the homeland is threatened, all levels are activated for the comprehensive defense of our nation.”
The President of the Republic Nicolás Maduro reinforced this message by ensuring that the ODI are based on a doctrine that rests on the “moral, spiritual force and source of wisdom: the people.”
