After the president of Congress, María del Carmen Alva, will call on President Pedro Castillo not to talk about the issue of vacancy in his speech of this Tuesday, March 15 before the Plenary, the lawyer of the head of state has questioned this request, since he considers that it is limiting the right of his sponsor to give an opinion, since his request is not in the Constitution.
“The president of Congress is pointing out that the president of the Republic has to talk about some messages where the issue of vacancy is not considered. That is not in the law and there is no legal basis and there is no history that the presidents of the Republic have been limited in their right to be able to give their opinion, to address the country,” he said according to RPP.
In that sense, the lawyer considered that if the president of the Congress is suggesting to the president not to touch the points on the vacancy motion that will be debated on March 28, she would be “cutting” the right to inform Peruvians.

“This has no legal basis on the part of the president of the Congress of the Republic”, reiterated Eduardo Pachas.

Castillo’s messages are approved by the PCM
At another point, he explained that article 118 of the Constitution indicates that the messages given by the president Castillo Terrones are always approved by the Council of Ministers, except for the first message.
“In that line, the message that the President of the Republic is going to give today at five in the afternoon has already been approved by the Council of Ministers and is the only requirement that the Constitution asks for the President from Congress give a message to the Nation”, stated the defense of the head of state.
