What began as a series of administrative questions has escalated into a political and ethical controversy in the District Municipality of Pachacámac. Videos show that Mayor Enrique Cabrera Sulca has more than professional meetings with his municipal manager, Guadalupe del Carmen Vásquez Meza.
The Sunday Panorama newspaper revealed that Vasquez Meza He initially entered the commune as deputy manager of Tourism Promotion; Months later she moved to the deputy management of Tourism and Culture (previously non-existent), then she remained as manager of the aforementioned management and finally she was appointed municipal manager through a resolution signed by the mayor himself, with a salary of S/15,600 per month.
However, in May 2025, the The Comptroller’s Office warned that the official did not meet the requirements minimum requirements to assume municipal management. Despite this, Mayor Cabrera maintained that Vásquez has gone through all the regulations and assured that his management responded to the observations of the control body.

The controversy worsened after the dissemination of videos in which the municipal authority is observed transferring the manager in his private vehicle, even taking her to his home in San Isidro. These images raised suspicions about a possible extra-work link between both officials.
The mayor is shown carrying rolls of toilet paper and even charge the official when going up steps in the house, far from Pachacámac.
Given this, the mayor flatly denied any personal relationship, stating that the relationship is strictly work-related. Cabrera explained that the transfers were given as a protection measure, since Vásquez Meza would have been the victim of an alleged case of extortion, so he decided to escort her.
“I have been able to transfer her to her home, but it does not mean that there is a relationship outside of work”he assured. Likewise, when asked about the compromising images, the mayor assured that it would be material manipulated using artificial intelligence.
An attempt was made to locate the municipal manager at her home, but they reported that she would no longer reside there for a month.
