Osiptel: 8 districts of Chiclayo obtained performances above 80% in mobile quality

A recent analysis prepared by the Supervisory Body for Private Investment in Telecommunications () revealed that only La Victoria, Pomalca and six districts of the 20 that make up the province of in the Lambayeque region, achieved a performance of over 80% regarding the quality of the mobile service provided by the country’s four main operators in the second half of 2021.

This was evidenced in the results of the District Mobile Quality Ranking, a measurement carried out between August and December 2021, in which the performance of the mobile service, both voice (calls) and data, of the companies was evaluated. Movistar, Claro, Entel and Bitel, through reports and quality measurements in the field, through vehicles equipped with modern technology.

Osiptel’s analysis took into account eight indicators: 3G service coverage quality, 3G voice quality, download 3G internet speed, download 4G internet speed, upload 3G internet speed (upload), internet 4G upload, TINE (rate of attempts not established) and TLLI (rate of interrupted calls). These parameters were weighted and normalized to obtain a Mobile Quality Index, with values ​​from 0 to 100%.

The results of the Chiclayo District Mobile Quality Ranking highlighted the difference in quality performance between districts with a lower socioeconomic level or located on the outskirts of the city, which presented lower levels in the Mobile Quality Index, such as Nueva Arica, with only 25.32%.

In the review by operator, the company Claro obtained a performance of 0% in the Mobile Quality Index measured in the district of Eten Puerto, since the operator did not declare coverage in 3G or 4G technology in said district. Nor did it register base stations reported in said district to estimate the TINE and TLLI voice quality indicators. Despite this, Claro was the company with the best performance compared to seven districts (Pomalca, Chiclayo, José Leonardo Ortiz, Pimentel, Pátapo, Monsefú and Tumán), as was Movistar (Chongoyape, Cayalti, Pucalá, Santa Rosa, Picsi, Eten and Reque). They were followed by Entel, in five districts (La Victoria, Saña, Eten Puerto, Oyotún and Lagunas) and Bitel, only in the district of Nueva Arica.

Provincial mobile quality

Osiptel’s evaluation also reviewed internet traffic from 3G and 4G networks by operator. At the province level, it was observed that the average of the District Mobile Quality Index among the four operating companies was 81.74%. Movistar had the highest performance (87.87%) in the evaluated period, followed by Claro (86.93%), then Entel (77.44%) and finally Bitel (66.77%). Thus, only two companies exceeded levels of 85% in their performance. In addition, the average mobile download speed in 4G networks was 26.98 Mbps (megabit per second) and for 3G networks it was 4.89 Mbps.

The values ​​shown will allow citizens to make more informed decisions about which company offers a better quality of service compared to another in the same district.

Osiptel’s Mobile District Quality Ranking seeks to encourage competition for quality in the telecommunications market, allowing continuous improvement in the quality of mobile service, as well as publicizing the importance of good quality in telecommunications and in factors that affect it, such as the deployment of infrastructure, greater investment by the operating companies and facilities provided by the municipal authorities for a better provision of the public service of mobile telephony and internet.
