Late meetings between the Government and political parties.
These meetings are pointless and have nothing positive to offer. They are simply to allow the president to reconnect with the population, make new contacts and improve her image. The parties are only lending themselves to the idea of being in the spotlight.
It is strange that they are made without the National Agreement.
Unfortunately, the National Agreement has not been given any importance in the last two governments. I remember that the State policies were being worked on and people said: “Hey, why are we making State policy if this never comes to fruition?” We did not take it to Ceplan, we did not take it to the sectors; these are enunciative things… So, the parties have lost interest, and the Government too. I think that if Mrs. Boluarte said: “Hey, I have two years left in government, I am putting forward these ideas by sectors, concrete things about economic reactivation and citizen security…”. But there is nothing of that. They are meetings just to talk and talk.
How do you see a Ministry of Infrastructure? Like the Ministry of Public Works?
I agree with a Ministry of Infrastructure like the Ministry of Public Works and Development. There is a great lack of infrastructure, also in the regional governments. All the money that the mayors spend should be for infrastructure in health and education, but the mayors are spending it on other things. As a provincial, we have become disillusioned with decentralization. They gave us powers where there were no capacities. We created fiefdoms where political thieves came to plunder; that is what the regional movements have brought us. Ministries should be merged, there should be a maximum of ten. There is a lot of bureaucracy. We need a more agile, more muscular, smaller State.
What would change in the Home Office?
It should be put forward with concrete things. Twelve years ago there was an attempt to control chemical inputs for the Vraem. Nothing has been done about illegal mining. Madre de Dios is a no-man’s land and they don’t receive royalties, it is a poor region and the machinery is bought from formal companies.
The Minister of the Interior is more concerned about Diviac and the press.
He thinks that by washing his face he will solve the cancer that he has inside. He must clean up his image. There are many suspicions about his record, and that makes the Police itself not respect him. He should carry out a total reform of the Police. We have the Police involved in police stations and in administrative activities. The Police are poorly distributed. How can 2,000 criminals have 33 million Peruvians under attack?
