The third shortlist of candidates from the dictator Daniel Ortega, to occupy the General Secretariat of the Central American Integration System (SICA), which includes the former chancellor Denis Moncada Colindres, It will be officially presented at a meeting of foreign ministers of the member countries of the organization on Friday, November 15 and it is believed that Moncada could finally be the chosen one.
This Monday, November 11, the Ortega-Murillo regime sent to the States that make up the SICA a third shortlist of candidates to occupy the General Secretariat of the organization (SG/SICA), vacant since November 2023, after Warner Vargas, also proposed by Nicaragua, he surprisingly resigned before the Nicaraguan dictators and not before the Consultative Council, as he should have.
Analysts consider that Vargas’ resignation was forced by the tyrants of Nicaragua as part of a diplomatic maneuver to later impose one of their political operators, but the strategy backfired. Since then they have proposed three shortlists and the first two have not been successful.
Former Chancellor Moncada could “curdle” the dictatorship
A Nicaraguan foreign policy analyst familiar with the functioning of SICA, who asked to protect his identity, explained to Article 66 that in the third shortlist, the former chancellor and brigadier general of the Army in active retirement Moncada Colindres, could finally “jerk” to the dictatorship, and be elected as the new secretary general of the integrationist organization.
«There are several reasons that give clues that this time the Managua regime could finally keep the General Secretariat of SICA, the first is that Moncada does have diplomatic experience after having been ambassador to the Organization of American States (OAS). and then chancellor, and one of the obstacles with the previous candidates is that they had no experience in this field,” says the analyst.
Another of the reasons analyzed by the former diplomat is that “Costa Rica no longer opposes the election of Ortega’s candidate for fear that they will do the same in 2026, when by rotation it will have to present its candidate.”

The other two proposals are the Sandinista deputy and first vice president of the Board of Directors of the National Assembly Arling Patricia Alonsowho is sanctioned by the United States, included on the Engels list for corruption and attacking democracy.
There is also the current Minister of Family, Adolescence and Children, Johanna Vanessa Flores, who is accused of violating the rights of women, adolescents and children by closing centers that serve these vulnerable segments of the population, and has also been inefficient in preventing and combating domestic violence. But she has stood out as a political operator of the dictatorship, proselytizing in favor of the ruling party and promoting the personality cult of tyrants, with state money.
Both Moncada and the other two candidates have been summoned for next Friday before the meeting of foreign ministers of the region for prior interviews, as established by the organization’s statutes. Then, if what is established in the SICA regulations is followed, the Council of Ministers submits a proposal of the suitable candidate to the heads of States that are members of the System. “Moncada Colindres has a high chance of being elected,” said the analyst.
