Ortega withdraws Duilio Hernández Avilés as his ambassador to Costa Rica

Through the presidential agreement 111-2022, published in La Gaceta, the official newspaper, the dictator of Nicaragua, Daniel Ortega, annulled the appointment of Duilio Jose Hernandez Aviles, in the position of extraordinary and plenipotentiary ambassador of the Republic of Nicaragua before the Government of the Republic of Costa Rica.

In this way, Nicaragua cancels ministerial agreement No. 37-2019, dated August 28, 2019, published on September 5 of the same year.

Article two of the presidential agreement signed by the Nicaraguan Foreign Minister, Denis Moncada Colindres, states that the cancellation of the position takes effect as of its publication in La Gaceta.

On the other hand, through ministerial agreement 32-2022, it was reported that by means of a communication dated July 7 of this year, Hernández Avilés submitted his resignation to the rank of Third Secretary in the Diplomatic Ranking of the Foreign Service.

Given the diplomat’s decision to resign from his position —according to the dictatorship— his resignation was accepted, “according to the provisions for such purposes in article 74, paragraph 4 of Law No. 358, Foreign Service Law and Article 248 of its regulation,” he says.

“Consequently, the pertinent part of the Ministerial agreement 104-2005 dated September twenty-ninth of the year two thousand five, published in La Gaceta, official newspaper No.245 of December twenty of the year two thousand five, is cancelled”, dictates the article two of the ministerial agreement. .

It should be noted that the Nicaraguan regime appointed former Vice Foreign Minister Valdrack Jaentschke as chargé d’affaires of the diplomatic headquarters in San José, however no other ambassador was delegated to the neighboring country to the south.

Hernández Avilés held the position of ambassador to Costa Rica for four years (2018-2022). So far, the Nicaraguan dictatorship has not stated how long his embassy will be without a representative.

Costa Rica is one of the countries that has provided political asylum to thousands of opponents who have fled Nicaragua to save their lives after persecution by the Daniel Ortega regime, and has also called on Nicaragua to stop harassing the opposition.
