The regime of Daniel Ortega and Rosario Murillo continues its attack against Nicaraguan universities, this time canceling the legal status of the Rubén Darío University (URD), located in Diriamba, Carazo.
According to ministerial agreement 55-2023-OSFL, published this Wednesday, March 29, in La Gaceta, the official newspaper, the Ministry of the Interior canceled that house of higher education, in accordance with resolution No. 003-2023, issued by the Council National Council of Universities (CNU) and the National Council for Evaluation and Accreditation (CNEA).

The Migob points out that the URD, which had been operating since January 13, 2011, did not comply with the verification process issued on August 18, 2021, by the National Evaluation and Accreditation Council (CNEA).
It alleges that on September 20, 2021, the alma mater requested an extension to deliver the self-verification report, “however, to date, the Rubén Darío University (URD) has not complied with the accreditation of the minimum quality standards, before the CNU and CNEA».
On the other hand, El Migob asserted that the cancellation of the URD was made after the request of the CNU and CNA, on March 20, 2023, “by virtue of breaches of article 58 of Law No. 1114».
It adds that the University also failed to comply with the provisions of “the Law of Reform to Law No. 582, General Law of Education and of Reform and Addition to Law No. 89, Law of Autonomy of Higher Education Institutions in its numerals 1 and 4 and article 31 of Law No. 1087 Law of Reforms and Additions to Law No. 704, Law Creating the National System for the assurance of the quality of Education and regulating the National Council of Evaluation and Accreditation”.

As has happened with other universities and non-profit organizations, the Ortega regime points out that the Rubén Darío University is breaching its obligations under the Law before the General Directorate of Registration and Control of Non-Profit Organizations of the MIGOB, since it ensures that it did not report its financial statements for four years (2019 to 2022).
It also refers that its board of directors has expired since April 18, 2022, “violating the provisions of Law No. 1115 “General Law for the Regulation and Control of Non-Profit Organizations”, hindering the control and surveillance of the Directorate General Registration and Control of Non-Profit Organizations of the MIGOB, since by not reporting their Financial Statements according to the fiscal period, with detailed breakdowns of income and expenses, they did not promote transparency policies in the administration of University funds “, alleges the Migob.
Once the URD was “headless”, the Ministry of the Interior ordered the directors of the University to deliver to the compliance department of the National Council of Universities (CNU) the information on students, teachers, careers, study plans, databases of enrollment and grades (Academic Record).
It also affirms that the CNU will proceed to relocate the students currently enrolled in the national territory in universities governed by the same National Council of Universities.

Regarding the destination of the movable and immovable property of the University, these will pass into the hands of the Office of the Attorney General of the Republic, carrying out the transfer in the name of the State of Nicaragua.
With this new onslaught, the Ortega regime continues on its way outlawing private universities. Since 2022 he has outlawed more than 10 study houses, including Uhispam, UCAN, Pablo Freire, Juan Pablo Segundo, among others.
