According to the defender, a relative of the judicial informed him that on Friday, October 28, he went into exile. He left through a blind spot to a neighboring country —unspecified— and later boarded a plane to the North American country.
Regarding the reasons that forced her to desert the Nicaraguan Judiciary, Cuevas pointed out that “she already felt tired” of working and following orders from the Daniel Ortega regime.
Regarding Ugarte’s situation and the actions he will take if he wishes to request political asylum in the North American country, the human rights defender explained that the judge sees herself “in two rough waters.”
“She is wrong with the regime because she sees her as a traitor and on the other hand – the opposition – sees her as a collaborator and executioner. So my common sense tells me I have to collaborate with the clarification of abusive situations against human rights », she clarified.

One of the abusive actions that Cuevas pointed out and for which he has to be held accountable “is for the dismantling of the democratic system through the separation of powers, in fact we know that this exists, but the documentary evidence of the interior is scarce.”
“The doctor, like many state workers, got fed up and according to her relatives, she handles information and has evidence from inside the courts, which would be very important,” added the director of the Nicaraguan Human Rights Ombudsman.
In addition, he stressed that if the lawyer has a circular “where someone tells her that by order of the companion – vice-dictator Rosario Murillo – an order must be obeyed, it is convincing evidence.”
As for whether the US authorities deport her for her complicity with the Nicaraguan regime for violating the rights of Nicaraguans, Pablo Cuevas stressed that Concepción Ugarte must “inform” the US justice system about how Ortega works internally and to be able to clarify his situation.
Like Ugarte, there have been other judges who have also made the decision to leave the country so as not to continue “collaborating” with the dictatorship, among them is the judge from New Guinea, Liseth de los Angeles Santamaria Duarte, and the Chinandega judge, Roberto Zuniga, Originally from the municipality of Puerto Morazán-Tonalá, in the department of Chinandega.
