The Sandinista deputies and their allies in the National Assembly approved, without further discussion, the transfer of the Alternate Directorate of Conflicts, (DIRAC), from the Supreme Court of Justice (CSJ) to the Attorney General’s Office (PGR), a action that shows that the dictator Daniel Ortega and his wife, Rosario Murillo, maintain a strategy of subtracting functions and authority from the highest court of justice in the country.

In accordance with the initiative sent urgently by Ortega to the Legislature, the Dirac is now part of the National Attorney for the Defense of Free Competition and Alternative Conflict Resolution, an entity attached to the PGR.

The law approved by the deputies serving the Ortega-Murillo dictatorship establishes that the new National Attorney’s Office will be in charge of “safeguarding the rights of the Nicaraguan people by guaranteeing the efficiency of the market and the well-being of consumers, through the promotion of culture.” of competition, prevention, prohibition and sanction of anti-competitive practices.

In addition, it will promote conflict resolution through dialogue and communication. Likewise, they assigned him the function of putting into practice “alternative conflict resolution methods.”

The legislation approved by Ortega’s orders establishes that the National Attorney for the Defense of Free Competition and Alternative Conflict Resolution will be directed by a National Attorney who will administer Procompetencia and Dirac.

«The purpose of this Law is to create the National Attorney for the Defense of Free Competition and Alternative Conflict Resolution, as an entity without a solution of continuity of the National Institute for the Promotion of Competition called Procompetencia, and the Directorate of Alternative Resolution of Conflicts. Conflicts (Dirac), under the direction of the Attorney General’s Office of the Republic,” states article one of the law ordered by Ortega.

All financial resources, assets, real estate, vehicles, equipment and computer systems that, before this transfer, were managed as part of the assets of the CSJ for the operation of Dirac throughout the country, are now part of the assets of the Attorney General’s Office. .

«By the ministry of this Law, the financial and patrimonial resources, movable and immovable property, vehicles, computer and office equipment and systems, furniture, and any other property that are registered are transferred to the Attorney General’s Office of the Republic of Nicaragua. in the name of the Judicial Branch, the Supreme Court of Justice in which the Directorate of Alternative Conflict Resolution (DIRAC) currently operates, and its dependencies at the national level, which is intrinsic to the functions it performs,” ​​says the new regulations.

Dictators little by little disintegrate the CSJ

Ortega and Murillo maintain a progressive assault against the Supreme Court of Justice. In January of this year, the Legislature approved, in the second legislature, reforms to the Political Constitution and the Organic Law of the Judiciary to strip that branch of the State of the funds coming from the four percent of the budget of the Republic that by law is allocated to the administration of justice. Now it is the Executive who decides how much to allocate to the CSJ.

Likewise, in October of last year, Ortega’s political operators who serve as deputies approved that the Public Property Registries will become part of the PGR. Before, they were also administered by the Judicial Branch.
