The Sandinista steamroller in the National Assembly approved with 87 votes of its deputies the eight articles of the new Law that regulates the cooperation provided by organizations, cooperation agencies and diplomatic missions accredited in Nicaragua.
The law was approved in general, yesterday, Thursday, November 28, 2024, and in particular, the eight articles were endorsed, one by one, in the plenary session this Friday, November 29. None of the approved articles were discussed by the parliamentarians who obey the direct orders of Daniel Ortega.
The parliamentary session lasted 17 minutes from the verification of quorum by the legislative secretary, Loria Raquel Dixon, until the president of the Assembly, Gustavo Porras, approved the eighth article and approved the new law.
In the first two articles of the approved law, the Ortega regime makes it clear to international cooperation that it must comply with certain guidelines to cooperate in the country.
It established, for example, in the first article, that the purpose of the Law will be “to regulate the cooperation actions carried out by organizations, cooperation agencies and diplomatic missions accredited in Nicaragua.”
Article 2 of this bill states that the cooperation provided to the country “will be carried out without political, economic, social or cultural conditions, with strict respect for national sovereignty, independence and self-determination, without interference in internal affairs and in accordance with national legislation and the principles of international law.
Furthermore, they include as a guiding principle of international cooperation that it be provided “in accordance with national priorities and aligned with the national plans, programs and strategies established by the Government of the Republic of Nicaragua.”
The competent authority for all aspects related to organizations, cooperation agencies and diplomatic missions, according to article 3 of this new legislation, will be the Ministry of Foreign Affairs.
Appointments of cooperation officials will have to be authorized
Furthermore, article 6 of the new legislation orders cooperation organizations and agencies that “prior to the appointment of an official or member, they must request the consent of the Ministry of Foreign Affairs in writing, specifying the position and functions to be carried out. To this request they must attach the resume of the proposed official.
The law establishes that the number of officials or members to be accredited “must be maintained within reasonable limits as considered by the Ministry of Foreign Affairs, taking into account the activity to be carried out in the country.”
With this new law, the dictator Daniel Ortega will condition his authoritarian guidelines to international cooperation from organizations, agencies and diplomatic missions in Nicaragua, it contradicts international standards, especially in matters of democracy, freedoms and human rights, confirm specialists consulted by Article66.
