Illegal opinion, they accuse
This Monday the 12th, the Political Coordination Board (Jucopo) of the Senate approved the route: in a session on December 13, the Senate plenary session will give the first reading to the draft opinion, and on Wednesday it will be submitted to the plenary session and approved, the objective is that no later than Thursday, the last day of the regular session, be voted on again by the deputies.
However, contrary to what was expected, there was no session of joint commissions, but only of the Governance Commission and the Second Legislative Studies session, convened for this afternoon, is missing.
And according to the Regulations of the Senate, an initiative or draft must be ruled by the commissions to which it was referred.
If the opinion is completed today, the opinion on Plan B for the electoral reform would have to be presented at first reading tomorrow and the discussion and vote in plenary session until Wednesday.
What is missing for the opinion of plan B
Today there was no quorum in the Second Legislative Studies Commission, to which the plenary session of the Senate gave turn, together with that of the Interior, to dictate the minutes.
In the absence of a quorum – at least 10 senators were needed – the Governance Commission decided to rule alone.
Without discussion and in 45 minutes, the opinion was unanimously approved by 10 votes, with the absence of the opponents, who disagreed with the procedure.

Additionally, the Governance Commission, which was the one that ruled, met without convening with an express and previously distributed agenda, since what was convened were joint commissions, he said.
Now it remains for the Second Legislative Studies Commission, of 16 members, to meet to dictate the minutes. The same that was summoned for 18:00 hours this Monday.
In the first, four laws are analyzed: the General Law of Electoral Institutions and Procedures (Legipe), the General Law of Political Parties (LGPP), the Organic Law of the Judiciary of the Federation (LOPJF), and the General Law of Media. Challenge in Electoral Matters (LGMIME).
In the second minute two: the General Law of Social Communication and the General Law of Administrative Responsibilities (LGRASP).
The senators stressed that now not only the Chamber of Deputies met at dawn and introduced more than 70 reforms that Morena recognized as unconstitutional, but also that in the Senate of the Republic it foresees a hasty and irregular vote.
