Present at the presentation of the “Final Technical Report of July 28” were the ambassadors to the OAS of Argentina, the ambassador of Chile, the ambassador of Ecuador, the ambassador of Peru, Paraguay, the representative of Uruguay, the Dominican Republic, Panama and Brazil.

The Carter Center’s senior advisor for Latin America, Jennie Lincoln, showed the OAS on October 2 alleged original voting records from the presidential elections in Venezuela, held on July 28. These documents show that Edmundo González won the elections with 67% of the votes and that Nicolás Maduro only obtained 31%.

The OAS could not attend to observe the presidential elections in Venezuela after the authorities refused; those who were able to bring independent electoral representatives were the Carter Center and the United Nations Organization.
