Opposition experts make up the Technical Electoral Commission for the primaries

The president of the National Commission for Primaries, Jesús María Casal, recalled that on December 13, 2022, the members of this body proposed to the CNE the installation of a joint technical commission to discuss the possibility of holding special registration days and update in the electoral register throughout the country


Three electoral experts from the National Commission of Primaries and another 15 postulates from various political organizations and factors that support the process, are part of those who will make up the Technical-Electoral Advisory Commission, whose main function is to ensure compliance with the technical needs and conditions that guarantee a transparent, safe and efficient election for voters.

The information was released by the National Commission for Primaries this Monday, January 23, and explained that, although for the moment the team is made up of 18 experts in electoral matters, they do not rule out that the number may increase as more forces or political actors to this initiative.

Among the postulates for the Primaries Commission, the electoral experts Miguel Cañas, Francisco Castro and Gustavo Silva stand out.

Also on the list are Félix Arroyo Angel (AD), Ildemaro Martínez (Concertación Ciudadana), Enrique Naime (Copei), Enrique Martínez (CR), Telmo Marturet (Convergence), Naremi Silva (Citizen Meeting), Máximo Sánchez (Neighborhood Force ), Mercedes Arredondo (MPV), José Joaquín Rodríguez (PJ), Irma Blanco (Project Venezuela), Jesús A. Gutiérrez (Todos Somos Unidad), Orlimar Aguilera (UNT), José Luis Castañeda (UPP89), Humberto Villalobos (Vente Venezuela ) and Javier Martucci (VP).

The members of this commission will be in charge of the consultations formulated by the National Primary Commission, in relation to the needs and technical conditions that must be met to guarantee a transparent election for the actors and the electorate, as well as a safe and efficient one for the voters.

Jesus Maria Casalpresident of the National Commission for Primary Education, recalled that on December 13, 2022, the members of this body proposed to the National Electoral Council (CNE) the installation of a joint technical commission in which the possibility of carry out special registration and update days in the electoral register throughout the country and that for the primary they can use the electoral centers, which belong to all Venezuelans.

“We are waiting for the CNE’s response to designate our representatives for this joint technical commission, which will evaluate the requests we make,” he explained.

Continuous work

Throughout the month of December 2022 and January 2023, the National Primary Commission has worked without interruption. Its president, Jesús María Casal, announced that relevant issues for the election have been resolved.

“We have defined teams and strategies for the collection of funds with a view to carrying out the primary, coming mainly from voluntary contributions of Venezuelans who are in Venezuela and abroad, which will be added to the contributions that will be made at the time by the candidates and other contributions (…) The draft regulations on the electoral campaign and others necessary for the holding of the primary were also drafted,” he said.

The president of the National Primary Commission added that they have continued the consultation process that began at the end of 2022 and that has allowed them to listen to different sectors of society, including victims of Human Rights violations.

“We have continued our approach to the relatives of political prisoners and cases and requests have been channeled through the Human Rights Vicariate of the Archbishopric of Caracas,” revealed Casal, who also stated that they have held meetings with representatives of the Church Catholic.

Regarding the selection of the members of the Regional Boards for the Primary, Jesús María Casal announced that numerous applications were received and that the names of its members will be disclosed no later than the beginning of February.
