The ruling was given expressly, according to a complaint by deputies of National Action (PAN), since the ruling was distributed on Saturday night and before 48 hours had passed it was submitted for discussion by the Government Commission of the Chamber of Deputies.
At least five days of notice must have passed, accused PAN deputy Marcelo Torres Cofiño, who was supported by deputy Miguel Ángel Sánchez Rivera, from Movimiento Ciudadano.
However, the procedure was not corrected and deputy Graciela Ortiz, from the Institutional Revolutionary Party (PRI), continued with the ruling, in which PAN and PRI voted in abstention.
What does the initiative consist of?
The initiative was sent by President Claudia Sheinbaum to the Chamber of Deputies on November 1 and it proposes to modify the name of the Public Service Secretariat (SFP) to the Anti-Corruption and Good Government Secretariat, in addition to giving it new functions.
For example, the conduct of public policy on consolidated purchases and contracting, in the determination of leased goods or services in contracting.
It will also serve as a consolidating area for the procedures for purchasing goods and contracting services, carrying out planning, market research and contracting procedures.
The SSPC – accused PAN member Torres Cofiño – is given control functions in matters of intelligence “without adequate controls and there is a latent danger of violations of human rights (in addition) the independence of the Prosecutor’s Office is violated, affecting the autonomy of the Judiciary. ”.
The Digital Transformation and Telecommunications Agency is given the function of providing Mexicans with a national digital identity.
It would be an entity that would concentrate the personal data of all Mexicans, warned Emecist Sánchez Rivera, since no guarantees are given to Mexicans about the management or correction of their personal data.
“Citizens must have the right to know, review and, if necessary, question the use of their personal data. “What trust can citizens have in an agency that can manage and even transfer their data without a supervisory structure?” warned the orange deputy.
Its task – according to the opinion – will be to make effective use of technology for the well-being of the people “ensuring access to social programs, procedures, services, security and justice through technological means, providing people with a national digital identity that “Be the key to access the digital citizen service channels of the Mexican government in a transparent and secure manner.”
It is also given the task of achieving “universal, social coverage of telecommunications services in charge of the federal public administration, as well as connectivity in public places” and must lead the telecommunications and broadcasting policies of the federal government.
