Operation that smells like a show, shadows in the attempt to capture Vladimir Cerrón

The recent operation by the National Police of Peru (PNP) and the Junín Anti-Corruption Prosecutor’s Office in Huancayo, aimed at capturing the former regional governor Vladimir Cerrón Rojas, has left more doubts than answers. Despite advance planning and alleged surveillance of several properties, Cerrón managed to evade capture, fueling suspicion that the action was more of a show than a genuine effort on the part of the authorities.

For more than a year, Cerrón has been a fugitive and, according to reports, has been using properties belonging to relatives and associates of the Peru Libre party in Huancayo to hide. Despite having an informant who provided information about his whereabouts and movements, the operation was carried out without success. This raises serious questions about the effectiveness of police intelligence. If the homes were under surveillance, how is it possible that the former governor escaped before the raid?

an informant

The resolution issued by Junín anti-corruption magistrate July Baldeón, who authorized the raids, reveals that Cerrón B/O (target target) “Ernesto” moved between six properties owned by relatives and militants of his Perú Libre party. However, the fact that the PNP failed to capture him suggests some protection.

According to Report No. 486-2024 of the Anti-Corruption Directorate, the properties have the following addresses: jirón Progreso no. s/n – Tres de Diciembre – Chupaca – Junín, registered in the name of Oscar Eustaquio López Lizano, father of Henry Fernando López Cantorín and uncle of the fugitive.

Likewise that of the Angaraes passage no. s/n – Huancayo, registered in the name of Dolores Graciela Barrientos Aroni del Jirón Yanama no. 1702 – Huancayo and registered in the name of Eleodora Lizano de López and Oscar López Lizano, relatives of Henry López.

In turn, the property located on Coronel Leoncio Prado Gutiérrez Avenue No. 2270 and 2274 – Chilca, in the name of José Orihuela Tapia.

In the same way is the house of Jr. Lima No. 1811-1813 – Huancayo, registered in the name of Bertha Rojas López.

Also that of Jirón Los Ángeles No. 596, interior B in the human settlement La Primavera, El Tambo, Huancayo, registered in the name of Carlos Zárate Villalobos, former Cerrón protection personnel known as “Chaleco”.

Another registered in the Los Olivos street no. 171, El Tambo, registered in the name of Dolores Graciela Barrientos Aroni, mother of Leslie Gómez.

The informant points out that Leslie Jheny Gómez Barrientos, known as “Blanquita”, would be the current romantic partner of “Ernesto” and would be hiding it. Furthermore, due to the time he has been in hiding, he suffers from emotional stress, depressive disorder and agoraphobia (he experiences discomfort in closed spaces).

Questions

The resolution mentions that the former governor had the habit of connecting to his social networks between 11 at night and 3 in the morning, a crucial piece of information that indicates that he was active and possibly reachable at that time and in those homes.

Since October 4, the PNP had been carrying out intelligence and surveillance tasks on the aforementioned properties. At that job, on October 10, in the property owned by Carlos Zárate Villalobos, “Chaleco”, a lot of movement of people entering and leaving was observed, and the lights went out at 11 at night. However, the strange thing is that on October 11, at 1:30 in the morning, a room in the house remained with the lights on. If it was known that “Ernesto” had that routine, how come he was not captured there on the day of the raid? If he was there, how could he change shelter if the house was guarded? It should be noted that on October 11, several vans belonging to relatives of “Chaleco” left the house.

Another suspicious fact is that on October 9, Bertha Rojas López, Cerrón’s mother, arrived from Mexico to Lima and then moved to Huancayo, coordinating with trusted people so that she could visit and transfer “Ernesto” to another point. in Huancayo.

On October 12, his mother, who lives alone in the place, entered the house at 121 Los Dogos Street owned by Cerrón, which was under surveillance. However, upon his arrival, the lights in a second-floor room were on and turned off when he left at 8 p.m. These were turned on again from one to four in the morning, just during the period when Cerrón was active on networks.

This highlights the possibility that the former governor had a support network that allowed him to escape again.

Cerrón’s relationship with Leslie Jenny Gómez, who allegedly provided him shelter and logistical support, adds another layer to this supposed protection network.

If law enforcement was aware of this relationship, why were additional steps not taken to prevent Cerrón from escaping once again? The feeling that there is a network of complicity behind his escape is increasingly palpable.

Furthermore, Cerrón’s constant reappearance on social networks, even during his time in hiding, calls into question the seriousness of police actions. In addition, according to the PNP, other members of his family, such as Yuri Olivera, nicknamed “El Jaguar,” would also have been managing their social networks. However, there is no investigation against him.
