Santo Domingo.- To bring each alleged embezzlement to the State through the contract between the National Institute of Traffic and Land Transportation and the company Transcore Latam SRL, it was necessary to establish a scheme of responsibilities distributed among six people.

The information is established by the arrest warrant issued by the Public Ministry; in the document the supervisory body describes the specific responsibilities of each of those involved.
As for Hugo Beras Goico Ramírez, former Executive Director of INTRANT, the MP indicates that between August 2022 and November 2023, Beras Goico directed and authorized the fraudulent award of million-dollar contracts to companies without the required technical capabilities.
In addition, he is being investigated for supposedly being key in the integration of new authorities into the manipulated project and facilitating the participation of portfolio companies that diverted State resources.

It is defined by the supervisory body as the co-author and main facilitator of corruption in the management of the traffic light network and the video surveillance system, with participation in the orchestration of fraud in the aforementioned tender.
While Frank Rafael Atilano Díaz Warden, Office Coordinator and Representative of Hugo Beras before the INTRANT Purchasing Committee, is being investigated for actively participating in the irregular awarding of contracts.
«He ensured that the committee’s decisions favored companies linked to the corrupt structure. Their role was the manipulation of the tender and the making of decisions that benefited the defendants,” says the MP document.
However, Samuel Gregorio Baquero Sepúlveda, Director of Technology of INTRANT and also in charge of the traffic light and video surveillance network of Greater Santo Domingo, was a key player in the technical coordination of the fraud.
The MP maintains in the arrest warrant that this person facilitated the control of these systems to Transcore Latam SRL, a company that, according to the public document, did not comply with the legal or technical requirements.
“Likewise, it adapted the expert evaluation in the bidding process to favor the network company and had an active participation in the technical execution of the fraudulent scheme, compromising road safety and transparency in the use of public funds,” says the MP.
In the case of José Ángel Gómez Canaán (known as Johchy Gómez), he is credited with being the beneficiary of the fraudulent contracts and owner of Aurix SAS.
The prosecution indicates that he is being investigated for being the main financial beneficiary of the corrupt scheme.
He says that through his company Aurix SAS, he fraudulently controlled the traffic light and surveillance systems. In addition, he used Transcore Latam SRL and Dekolor SRL to mobilize illegally obtained funds and carry out money laundering.
«Consequently, he is investigated for money laundering, usurpation of business identities and manipulation of public funds, constituting a clear threat to the financial integrity of the State. He is the main person responsible for the sabotage of the traffic light network that occurred at the end of August 2024, in greater Santo Domingo,” the MP quotes.
Regarding Pedro Vinicio Padovani Báez (Former Manager of the INTRANT Traffic Control Center), the MP emphasizes that he is a partner of Gómez Canaán, and was key in the management and supervision of the traffic control center.

According to the order, after resigning from his position, he directly collaborated with the fraudulent activities of Transcore Latam SRL.
“He has direct participation in bidding fraud and contributed to the implementation of money laundering schemes, as well as in sabotage of the traffic light network,” he adds.
And Carlos José Peguero Vargas (Partner in the money laundering network) together with Gómez Canaán was responsible for mobilizing funds through INPROSOL SRL, diverting the money awarded to Transcore Latam SRL
Furthermore, the Public Ministry details in the arrest warrant that he is in charge of the technical-computer matters of the surveillance and espionage structure of José Gómez Canaán and is charged with money laundering, diversion of public funds and collaboration in the financial structure. illicit
