Operation by the Cambodrome: only stevedores were in the warehouse when the soldiers shot and one person died

On April 20, between the seventh and eighth rings of the Cambodromo area, an operation to combat smuggling was carried out, with the participation of Customs and military officials. On the action Stevedore Jorge Alberto Flores died, who was shot by weapons for military use; In addition, two other stevedores and two members of the Armed Forces were arrested.

A final reconstruction of the event, carried out by the Prosecutor’s Office, determined that the operation was carried out in a garage where a truck with contraband merchandise.

During the action, the soldiers fired on the vehicle. In the place was the stevedore, Jorge Alberto Flores, and other of his colleagues, as well as people who make a living selling food.

The diligence shattered the sustained version of national Customs authorities and the Vice Ministry for the Fight Against Smuggling, which justified the use of regulatory firearms on the grounds that there were 50 people with sticks and stones in that garage.

The reconstruction was carried out in the same place of the event, with the participation of police investigators from the Special Force to Fight Crime (Felcc), the direction of the prosecutor assigned to the Windsor Ortiz case, as well as vehicle mechanics.

In the development of the investigations, evidence was collected to be submitted to expert opinions; among them, a cell phone of the participants in the act, that is, of those who were accused of the crime of smuggling. In the verified and comparative images with the place it was possible to show that that fateful day only the stevedore Jorge Alberto Flores was inside the garage, with some of his peers and colleagues. “They did not exceed five people and it is clearly observed that they did not have weapons in their hands or sticks, stones or other objects as initially stated,” says the report on the evidence that was presented in the reconstruction.

The reconstruction also consisted of an exterior and interior comparative ballistics test of the truck’s tank. Shrapnel from the projectiles fired by soldiers during the attack were collected at the site. It was possible to show that there were at least five shots from long weapons of military use towards the truck, which caused the death of the longshoreman. Now it is sought to determine the details of the shots that were fired at Jorge Alberto Flores. According to the autopsy, the longshoreman has bullet holes in his leg, groin and other parts of his body, which caused his death.

The information collected during the comparative and ballistic reconstruction will be submitted to expert reports and these results must be delivered within a week.
In addition, several cell phones will be unfolded.

The Prosecutor’s Office will issue requests for the expansion of declarations by Customs technical personnel, considering that the use of military weapons against people who were unarmed and accused of the alleged crime of smuggling was in no way justified.

By determination of the justice, the stevedores José Alberto Vaca and Justo Osorio Rivera were sent to the Palmasola prison. The group leader was released unrestrictedlyCelso Antonio Cerrudo Salazar, group leader of the Control Unit, Strategic Operation UCOE, was also released unrestrictedly.

The joint operation against the smuggling of customs and military personnel was questioned by various sectors, ending with a dead dock worker.
