The Ombudsman reported that only eight regional governments have a management office for social conflicts working. All this despite the fact that there are more and more problems of this type in the country.
Among the regions that do have these offices are Arequipa, Ayacucho, Loreto, Puno, San Martín, Tacna and Ucayali. Meanwhile, in Piura there is a commission for the prevention and management of social conflicts.
“The regional governments of Callao and Lima have offices specialized in the prevention of labor conflicts, but they do not deal with other types of disputes. social conflicts”, indicated the Ombudsman.
He also pointed out that there is an even more worrying point because in the 10 departments that concentrate 68% of the 209 conflicts in the country, only two (Loreto and Puno) have an office specialized in the matter.

Meanwhile, the Ombudsman highlighted the lack of these spaces in areas linked to mining activity such as Áncash, Apurímac, Cusco, Cajamarca and Pasco.
“Although the social conflicts linked to large and medium mining are framed within the powers of the national government, they impact local economies. Their jurisdictions are the space of protests, some of them very violent, and the legitimacy of their authorities is not safe from the direction the conflict takes”, he explained.
Given this situation, he highlighted the need to implement and strengthen specialized offices for the prevention and management of these problems.
“The prevention and management of social conflicts from regional governments is of vital importance to face social conflict because it allows a closer analysis of regional and local dynamics, a more active and specialized participation in dialogue spaces and greater coordination. with the national government and the municipalities”, he specified.
