More noise than nothing
The supreme resolutions signed by Boluarte They are dated October 9, which would indicate that it was done before the process of vacancy.
Military sources explained that this year no vacancies were authorized for the ranks of division general, lieutenant general and vice admiral, because the respective law states that to apply you must have completed 35 years of service. This requirement will only be met by the officers of the three institutions that aspire to promotion next year.
“There were no vacancies for division generals because the brigadier generals who are candidates do not yet meet one of the requirements required by the Promotion Law and its Regulations of the Armed forces. This standard indicates having at least 35 years of service. This promotion that has just been presented has 34 years of service. Without this requirement, they are not candidates with the option of promotion,” they explained.
As usually happens in the processes of promotions, assignment of positions and retirement in the Armed Forces, rumors, speculation and misinformation circulate profusely.
For example, it was published that the defense ministerWalter Astudillo, authorized a vacancy for promotion to the rank of brigadier general for a service colonel, that is, an assimilated professional. And that the decision was intended to favor Colonel Lourdes Barriga Abarca, who had worked with Astudillo. However, the aforementioned officer does not appear in the list of promotions to the rank of brigadier general.
As indicated, the colonels of the Army Legal Service, Paola Polanco Ponce and Jimmy Peñaloza Guerrero, have been promoted to the rank of brigadier general because they obtained the highest score.
The Service officers most required for promotion in rank are doctors and lawyers, since to direct the Central Military Hospital a brigadier general of the Medical Service is required, and to assume functions in the Military Police Jurisdiction the same rank is needed. Colonel Lourdes Barriga is a geological engineer.
