One by one, the 21 members of Clara Brugada's Cabinet in Mexico City

Alejandro Encinas, Secretary of Urban Development and Housing

His career in the capital’s administration includes being head of government, local and federal deputy, senator, Secretary of the Environment, Economic Development and Government. He was also one of the promoters of the first Constitution of Mexico City.

During the Government of Andrés Manuel López Obrador, he served as Undersecretary of Human Rights, Population and Migration of the Ministry of the Interior, where he chaired the Commission for Truth and Access to Justice in the Ayotzinapa Case.

He has a degree in Economics from UNAM, specializing in development and planning, and will be in charge of the Housing Secretariat, which will be transformed into the Territorial and Metropolis Planning Secretariat.

Cesar Cravioto Romero, Secretary of Government

He is a militant politician and founder of the Morena party, where he has held internal positions as a member of the National Political Council and delegate of Morena Puebla, Tlaxcala, Oaxaca, Coahuila and Nuevo León.

From 2015 to 2018 he was a deputy in the seventh legislature of the Legislative Assembly of the Federal District and in 2018 he was spokesperson coordinator for Claudia Sheinbaum’s campaign for the Head of Government of Mexico City.

From 2018 to 2021, he was the head of the Commission for the Reconstruction of Mexico City, a local public administration body responsible for managing the resources and works of buildings affected by the 2017 earthquakes.

In 2021, Senator Martí Batres was appointed by Claudia Sheinbaum as Secretary of Government of Mexico City, so he had to request leave from the Upper House and it was then that Cravioto Romero took his seat.

Pablo Yanes Rizo, Secretary of Education, Science, Technology and Innovation

Specialist in the evaluation of Social Policy and the transparency of Social Programs in Mexico City. She has 30 years of uninterrupted experience in work related to social rights, economic development and well-being.

He has promoted laws for equality and social development and has been an international civil servant of the UN and Head of the Social Development Unit of the Economic Commission for Latin America and the Caribbean (ECLAC).

He holds a degree in Economics and a Master’s degree in Government and Public Affairs from UNAM.

Pablo Vázquez Camacho, Secretary of Citizen Security

Pablo Vázquez Camacho’s professional career is linked to security and law enforcement issues. He is a member of the team close to former Mexico City police chief Omar García Harfuch.

He was head of the Violence and Crime Prevention Unit at the federal Secretariat of Public Safety and Citizen Protection. He also served as Director General of Crime Prevention and Community Services at the Subprocuraduría de Derechos Humanos of the Attorney General’s Office (PGR) and Director of Research and Strategies for Social Prevention at the federal Secretariat of the Interior, focusing on citizen participation and crime prevention.

From 2020 to 2023, he held the position of Undersecretary of Citizen Participation and Crime Prevention of the Secretariat of Citizen Security where he was one of the promoters of programs such as: Barrio Adentro, Alto al Fuego and Reconecta con la Paz, Los Jóvenes Unen al Barrio, as well as Conduce Sin Alcohol and Mochila Segura.

Following Harfuch’s resignation from the SSC to seek Morena’s candidacy for the Head of Government, Pablo Vázquez Camacho was appointed by the head of government, Martí Batres, as head of the capital’s police.

Juan Pablo de Botton, Secretary of Administration and Finance

Before joining the cabinet of the elected head of government as Secretary of Administration and Finance of Mexico City, De Botton Falcón served as Undersecretary of Expenditures of the Ministry of Finance and Public Credit, a position he held since January 1, 2022, as well as General Director of Nacional Financiera (Nafin) and the National Bank of Foreign Trade (Bancomext).

He stood out in his previous work in public service for his promotion of digital and sustainable development banking and for his drive towards financial inclusion through the digitalization of services.

During his career, De Botton held several key roles, including General Manager of Planning and Technology at SAT, where he strengthened institutional risk models and implemented electronic payment of foreign trade contributions.

In 2018, he participated in the government transition of President Andrés Manuel López Obrador in matters of macroeconomic and financial strategy of the incoming administration.

Raúl Basulto Luviano, Secretary of Public Works and Services

Raúl Basulto is considered one of Clara Brugada’s closest collaborators, with whom he has worked in her three administrations in Iztapalapa.

Between 2010 and 2012, he was head of department and coordinator in the Department of Public Works and Services of the delegation. From 2015 to 2018, he served as an advisor in the Legislative Assembly of the Federal District. In 2018, when Clara Brugada assumed the mayor’s office, Basulto was appointed director of Public Works and Urban Development of Iztapalapa, a position he held until 2023, when he assumed the mayor’s office replacing Brugada, who requested a permanent leave to run for the head of government of Mexico City.

When Clara Brugada was absent or on temporary leave from Iztapalapa, Raúl Basulto, as director of Works, was in charge of the government, even though he was structurally in charge of the legal and government department, hence the degree of trust the elected head of government had in the official.
