The Board of Spokespersons of the Congress agreed yesterday to include in the agenda of the Plenary the election of the Ombudsman or Defender of the People, after two months of stagnation since the culmination of the selection of the three finalists. The decision is adopted in the midst of a precautionary measure granted by the Power of attorney against the continuation of this process.
The benches took this agreement in majority, including the support vote of benches such as Peru Libre and the Magisterial Bloc. In this way, the legislators seek to comply with one of the announcements made by the President of Parliament, José Williams, who referred to the election of the defender as a pending issue.
Only the parliamentary groups of Popular Action, Integrity and Development and Democratic Change opposed.
If the process continues, Congress could choose the new defender among the three finalists: Carlos Castro Barriga, Jorge Rioja Vallejos and Beatriz Ramírez Huaroto.
The election, however, requires a high support expressed in no less than 87 votes. In fact, none of the three finalists is guaranteed to have the broad support of the benches.
The working group, chaired by the Alliance for Progress (APP), failed to have the favorite candidate of the conservative bloc, Víctor García, as a finalist (he only had three votes).
Parenthesis aside: the commission was chaired in a first stage by the suspended today and investigated for alleged rape Freddy Díaz Monago. Later, he was replaced by Manuel García, in whose stage the improvisation and lack of preparation of the congressmen in the round of interviews became evident.
Among the three finalists, Carlos Castro Barriga had the support of seven votes in the commission. He did not have the support of groups that could be key, such as Fuerza Popular and Renovación Popular.
Meanwhile, Jorge Rioja and Beatriz Ramírez barely had five votes out of the nine congressmen who made up the commission.
In this context, Congress sources reported that the inclusion of the defender’s election on the agenda is only a first step, but the issue will not necessarily be put to a vote this week.

One of the main questions is that the process was carried out without any regulations, which, according to Lily Ku, goes against article 93 of the Congress Regulations, which requires special regulations to regulate the election of the defender.
The selection had other vices such as the non-motivation of the scores in the interview stage or the lack of preparation of congressmen who limited themselves to reading a draft ballot of questions.
Castillo’s parents will be summoned for the heliport case
The president of the Congressional Oversight Commission, Héctor Ventura (FP), announced yesterday that they will consider summoning the parents of President Pedro Castillo to clarify the issue of the informal heliport in Chota, after the mayor of Tacabamba, Walter Agip Rojas, informed that the land where it was built belongs to said people.
